Member Steele was told burying of animals does not pose a health hazard. A crematory is located in Foxboro; cost will be looked into. Minutes Board of Health -2- March 17, 1988 At 7:50 p.m., Bruce Montgomery, General Manager of Great Woods Performing Arts Center, discussed with Health Members the various steps that are being taken to reduce the noise levels and maintain noise levels acceptable. Health Agent, Mr. Montgomery and Chairman Rosenberg met with Selectmen on March 9th to discuss the noise issues at Great Woods. On March 16th Chairman Rosenberg and Mr. Montgomery met to discuss noise issues and resolutions to the problem. It was stated that atmospheric conditions affect how far sound travels and that frequencies travel at different speeds. Mr. Montgomery said that Great Woods will be lowering the acoustical clouds under the pavilion, which will reduce the size of the area through which the sound travels. He will also speak with the performers and tell them that they must stay within a certain decibel level and that Great Woods has a good working relationship with the Town and intends to keep it that way. There are recording meters at the site, which prints out a graph of the dba levels. Next step Great Woods is considering take, however, the most costly, is to construct a facia around the seating area. A concern with this approach is that the symphony's acoustics may be affected. Members Steele and VanSplinter feel that the Mansfield public must see, either through a press release or correspondence from Great Woods, that steps are being taken and considered to relieve the noise. They must know soon before the season begins. Health Agent distributed copies of his Draft Noise Regulations. Mr. Montgomery stated that the Great Woods Management could not accept, and would take to court, the adoption of a noise by -law from the Board of Health. Chairman feels that if a by -law is adopted, it should be one that we could all live with. Mr. Montgomery said that the attitude is to work with the Town to solve the problem - -not to work with the Town to institute a by -law. Discussion ended at 9:10 p.m. Members Steele and VanSplinter feel strongly that the public should be told what the Board of Health has instructed Great Woods to do to reduce noise. Changing the perception of the townspeople will help reduce the complaints. Chairman Rosenberg and Member VanSplinter will work with Mr. Montgomery and his public relations people to issue press releases. 4. Health Agent's Report Health Agent sent a letter to Roger Wilcox, 200 Balcom St, requesting an explana- tion as to why there are so many abandoned cars on his property. Member Fontanini is especially concerned with disposal of antifreeze, transmission fluid, oil and other hazardous wastes. Member Steele felt that the actual car may not be a health matter; however, the fluids emanating from these cars is. Mr. Wilcox will be asked to attend a Board of Health meeting, April 7th, to discuss this issue further. Mass. Association of Health Boards sent an application for membership. Fee: $50.00.
