BOARD OF HEALTH
MAY 19, 1988
Mass. Association of Health Boards Newsletter, Spring 1988.
Memo to Board of Health from Health Agent, May 19, 1988, re: Resource Recovery
Facility, Preliminary Presentation, SEEDCO (George Mallen).
4. VISITORS
Bruce Montgomery, Great Woods, discussed with Board members his meeting on
May 19th at approximately 6:00 p.m. with Robert Ledger, 50 Lantern Lane and
with Peter DeTrolio, Elm St. at 6:30 p.m. to discuss sound from GW and listen
to it. Chairman Rosenberg met with Mr. Ledger around 5:15 p.m. to witness
the sound. Wind was causing noise levels to fluctuate. Chairman said that
it sounded like loud stereo with the base turned up.
Bruce Montgomery said that Great Woods would like to maintain a 95db level.
Reasonable sustained levels are more important than peaks. They have hired
a sound engineer to monitor and advise. Health Agent stated that if a record-
ing printout, witnessed by a Town Official, were available, it would be a
valid document. Sound levels could be monitored on Lantern Lane, Elm St.
Norton's mobile home park and at Great Woods.
Chairman Rosenberg will meet with Mr. Montgomery on Friday, May 20th to monitor
noise levels in West Mansfield.
5. HEALTH AGENT'S REPORT
Health Agent approved four soil reports and observed groundwater at Pinewood
Estates, Williams Street. Groundwater was 2 feet to surface, up 7 feet from
September 1987. This is an example of the value of monitoring wells.
Owners of Tahana Restaurant were very cooperative to clean up their property,
even though they did not dump there. HA sent a letter thanking them for their
cooperation.
HA sent an apology letter to Brian and Karen Willette, who he thought owned
the property with the illegal dumping (Tahana's property).
George Mallen met with HA on May 18th and expressed an interest in being invited
to speak before the Board. Chairman told HA that Mr. Mallen should submit a
proposal under the Board of Health regs, Board will listen and respond accordingly.
Mr. Mallen wants to discuss a proposal for a resource recovery facility.
