Members Present: Edward Rosenberg, Michael VanSplinter, Donald Steele, Frank Zarek. Also
present, Health Agent Scott Leite.
1. Chairman called meeting to order at 7:30 p.m.
2. CONSENT AGENDA
Chairman explained Robert's rules of voting on minutes, and it was decided that a
a quorum at a meeting can approve the minutes of any meeting.
The minutes of July 7 and July 21 were approved and signed by the clerk, Michael
VanSplinter. Frank Zarek made a motion to approve the consent agenda. Zarek /Van
Splinter. All in Favor. Voted.
Chairman signed two bills, from CHA and Human Services of SE_Mass. Mr. Zarek brought
up a question concerning the necessity of Human Services. He suggested that we
find out if we are required to subscribe to them, and exactly what services we are
getting from them. Chairman suggested we have them in to explain.
3. COMMUNICATIONS
Letter from Bruce Montgomery of Great Woods dated July 20, detailing the sound levels
of all performances from June 17 through July 15. Found that there is a 12 -15 db
sound difference between the pavillion and the top of the lawn.
Chairman noted that Great Woods has been extremely cooperative in all things discussed.
Mr. Rosenberg and Mr. VanSplinter reported that they attended the Whitesnake concert
and noticed that the sound was high, and getting higher. As they were about to ask
Mr. Montgomery to make them turn it down, Mr. Montgomery told them he had already
taken care of it.
Noted that complaints are still coming in, but they are mostly from the same people.
Weather has been found to be a major part of the problem.
Mr. VanSplinter said that comparable levels have to be supplied to the public to
help them get reference points.
Mr. Rosenberg noted that the background noise is usually 39 -45, and the concert
noise is rarely 5 or 6 db above that.
Mr. Steele suggested that a report be issued at the end of the season detailing the
board's findings, and its future plans.
Copy of a letter from the Commonwealth of Massachusetts to Compo Industries, Inc.
notifying them of their responsibility to have a site inspection.
Copy of a letter from the Commonwealth of Massachusetts to Decor Manufacturing Inc.
notifying them of their responsibility to have a site inspection.
Copy of a letter from the Commonwealth of Massachusetts to Blane Polymer notifying them
of the approval of the "installation of a baghouse to control particulate emissions from
two (2) blenders..."
VISITORS
There were no visitors at this meeting.
5. HEALTH AGENT REPORT
HA reported that Forest Park is strictly on gas heat, so there is no oil storage.

Nothing was found about the ground water situation, since there is no water director
at the present time. Mr. Zarek said it should be pushed more. Zarek /VanSplinter.
All in favor. Voted.
HA suggested that the board call in someone from Compo to find out what is going on
with the cleanup. They received a letter from DEQE telling them it is their respon-
sibility to clean it up.
HA reported that the low levels of carcinogens found near the landfill were contained
only in the well near the landfill, and were not found in the drinking water.
Graphic Printers have cleaned up their lot about 90%.
HA reported that the MEEPA meeting about the Trash to Energy facility was not very
productive. The man running it was ineffectual, and the meeting was just a review
of everything we had been told before.
HA attended a Siting Facility meeting on Wednesday, August 3. It was a statewide work-
shop on hazardous waste. HA received a guide to Site Assignment Regulations. It
came out at the workshop that the state's goal is to have enough incinerators to handle
50% of the waste in the state. There are already enough to handle 70%, but they are
in the wrong places.
Mr. Rosenberg noted that the plants are zoned in, so there could be more than one in
town. It would be hard to justify denying any companies requesting to build, since
it would require changing the zoning to keep any more out.
A date has been set for the Household Hazardous Waste Pick Up. It will be held on Nov-
ember 19. Members of the Elks Lodge in town volunteered to help, and rather than have
it run by committee, each volunteer will be assigned a task, with HA overseeing the day.
There may be another Pick Up day in the spring, since additional funding was received.
HA is getting a new town car.
6. OLD BUSINESS
HA is to inspect the food booths at Great Woods.
7. NEW BUSINESS
HA presented a model for underground storage tanks, and will bring in some
additional information.
Mr. VanSplinter reported that at the first meeting of the Waste to Energy
committee, he was made chairman. He explained that the objectives of the committee
are very vague, and it was suggested that he go to the Board of Selectmen and request
to be put on the agenda for their next meeting so he can find out exactly what the
committee's purpose is.
Mr. Zarek made a point about trash and water being the two biggest things in the
country, and probably the world, and he isn't sure which is more important.
8. PENDING
The Troy case is coming up soon, and there is nothing happening with the
other suits.
