still, confusion as to where responsibility solely and legally lies. Inquiries
must be directed to the Board of Health.

of memo from Environmental Planner.

4. VISITORS
None at this time.
5. HEALTH AGENT'S REPORT
Household Hazardous Waste Day will be held at Great Woods Performing Arts
Center on Saturday, November 19th for the Toms of Mansfield and Norton in
conjunction with the $14,000 grant. Clean Harbors will remove the wastes;
each drum filled with cost $300. Clean Harbors will let us know when we've
reached our dollar limit. Volunteers are need to fill our surveys when people
drop off their hazardous wastes.
Mr. VanSplinter suggested that a yearly item for the Board of Health operating
budget could be for a household hazardous cleanup.
Restaurant Inspections are commencing in- between daily duties.
Foodborne Illness Outbreak Seminar was excellent. Health Agent attended
the weekly conference and found it to be most valuable and informative.
6. NEW BUSINESS
Mass. Association of Health Boards Annual Conference was attended by
Chairman Rosenberg and Health Agent Leite on September 24th. They attended
a session about radon given by a rep from the Dept. of Public Health. 1659
households have been tested for radon and 16 had a problem. Radon is naturally
produced from the rocks beneath a foundation and is most prevalent in the winter
months when a house or building is closed tight. Chairman suggested that
Mansfield pursue buying radon kits, with other towns, and make them available
to townspeople at a reasonable price.
MOTION: That Health Agent pursue issue of radon testing.
VanSplinter /Steele. All in favor. VOTED.
Also at Conference was a session on the Lead Law. The fact that lead paint
is present on walls, etc. can be harmful to a child since the child could breathe
in dust containing.lead. A letter will be sent to Mansfield Public Schools
informing them of the new lead law and warning that no lead paint should be
present in the schools.

A rep from the Mass. Ethics Commission gave a talk on AIDS: What we should
do and not do. Chairman felt that the conference was most worthwhile and
encouraged other members to attend the next annual conference.
Moratorium on Package Sewer Treatment Plants: Member Steele reported that
DEQE has put a moratorium on package sewer treatment plants and asked if the
Town of Mansfield should do the same. -Agent felt that we have none now in
Town, and if we should have a proposal for one, it should be handled on a point -
by -point basis, case. -by -case. Some are good and some are bad. The reason why
the State frowns on them is because there is no direct.line as to who is finan-
cially responsible to maintain them. Member Steele feels he would want to have
regs in place before the Board has to decide on one.
AIDS Assembly: Dr. Joseph Kerrins, Foxboro Health Center, will be asked
to conduct an AIDS Assembly for the residents of Mansfield. Secretary will
set up assembly.
Immunization Clinic: Secretary will contact Community Health Agency to
set up an immunization clinic at the Town Hall.
Health Agent stated that he would like to- arrange for more health - related
services for the residents.
Solid Waste Study Committee: Michael VanSplinter, as Chairman of SWSC, was
asked to present their preliminary report to the Board of Selectmen. He re-
ported that this committee did not look favorably at a 100 -ton per day munici-
pally run incinerator.

MOTION: To send letter to Selectmen stating this is an important issue,
and that a response must be received from TC.
