Memo to Norton Board of Selectmen, Norton Board of Health and Norton Health Agent, Dec. 7, 1988, Re: Invitation to meeting with Great Woods on Dec. 15th. 4. VISITORS At 7:40 p.m. Bruce Montgomery, General Manager for Great Woods Center for the Performing Arts and Bill Kavanaugh, sound consultant for Great Woods, presented to the Board their plans for sound control for the 1989 season and a detailed explanation of a letter from DEQE to Great Woods, dated December 12, 1988. Clerk VanSplinter read this letter for the record. Primary accomplishments, according to Mr. Montgomery, during the 1988 season were: (a) performers did lower sound on equipment; (b) quite a bit of monitoring sound; (c) cooperative effort between Great Woods and Mansfield and Norton town officials; (d) pleased with what Great Woods has accomplished. Bill Kavanaugh stated that the data revealed that the sound from the facility is audible in the nearest surrounding neighborhoods. Levels in adjacent neighborhoods did not exceed sound levels normally occurring from traffic, thunder, vehicles with sirens, trains, fireworks, etc. Measurements made confirmed need to limit performers to certain levels. Layout of facility, berms, and direction of lawnspeakers had been incorporated to limit sound nuisances. Future improvements will be additional sound absorption materials (fascia), ever- green seedlings planted adjacent to the Big E mobile park, no trespassing signs adjacent to Big E, continuing sound measurements during '89 season. The fascia work will cost approximately $65,000 and the effect will be a reduction of about 2 -3db in the pavilion and +5db in the community. MOTION: To delay Executive Session scheduled at 8:15 to 8:30 p.m. VanSplinter /Steele. All in favor. VOTED A promise cannot be made that residents will not hear Great Woods next season. However, the "sound management system" and physical improvements should help reduce sound levels. Calibrations before and after each performance will be done also. Chairman stated that the Board of Health learned a lot this summer about sound control and realized that it is an extremely complex job. Mr. Steele felt that this summer was a good start. Mr. VanSplinter stated that very positive action plans were heard tonight. Executive Session was held between 8:35 p.m. and 8:55 p.m. MOTION: To move into Executive Session to discuss pending litigation and to return to Open Session to continue regular meeting. Board of Health -3- j December 15, 1988 After Executive Session, Chairman opened discussion to public. She admitted that there has been a slight improvement, but not enough. Bob Harrod, Big E, asked if they have the same problems when symphony is there? Response, No. - Eric Smith, Big E, commented that Great Woods was sold as _the Tanglewood of the East. It appears not to be. Mr. Kavanaugh remarked that symphony is lOdb lower. 5.
