NEW BUSINESS Michael VanSplinter attended a legislative hearing on the proposed House Bill 1783 at the State House in Boston. He represented himself as a father of five and grandfather of three, and read his testimony which was in support of this bill. In sum, the legislation involves the recycling /reuse of packaging, i.e., 3C /pkg. tax for a non- recyclable package. He stated that eleven states already have laws to deal with oil disposal. This proposed bill encompasses oil disposal, tires and batteries. 7. OLD BUSINESS Board agreed that a part -time inspector is necessary to assist Health Agent and to be available when agent is sick, on vacation, or at seminar. A full -time health agent and part -time secretary are not enough staff to support and carry out all that should be done in the Health Department for a population of over 15,000 people. Permits issued has increased dramatically in the last couple of years and the workload has increased as residents are becoming more concerned with health issued, such as radon, cholesterol, aids, immunizations, chicken pox reporting, etc. Chairman and-Health Agent will attend a selectmen's meeting to support and justify the half -time inspector's position. They also support the original request for the part -time secretary's pay increase. 8. PENDING a. Health Agent will schedule a household hazardous waste day for automotive waste oil, tires and batteries the last weekend in April or-the first in May. b. Great Woods will present their pre - season plans at March 16th meeting. C. Board had no input to -the Selectmen re: their license for Great Woods, Members VanSplinter and Chairman Rosenberg would like to continue for one more year to monitor the sound at Great Woods. Member Steele suggested that someday Great Woods could hire a person to monitor and report to Board of Health. d. Agent has not reviewed stump dump regs as yet. e. Review of all regs should be done at a separate meeting. 9. ADJOURNMENT MOTION: To adjourn at 9:45 p.m. Zarek /Steele. All in favor. VOTED. Respectfully submitted, Dianne Royle, Recording Secretary Clerk Date I
