VISITORS At 8:12 PM Edward Troy, owner of 171 Ware Street, came before the Board to ask for an extension on vacating and placarding 171 Ware St. which was condemned on March 2, 1989. He admitted that because of his illness, the cost of the project estimated at $30,000, ground too wet to dig and install a new system, possibly endangering the road to the system because of wet soil, and the fact that he has made an effort to correct the failed system by sub- mitting for approval a septic design to the Health Agent, he will need an extension to August 15, 1989 in order to comply with the Board's order. He will also be installing a system that will handle the three buildings, one which has failed, one near failing and the third okay at this time. He said he would not have expended the money for plans if he had no intentions of replacing the system. Leon Grant, installer (who may be installing the system), spoke on Mr. Troy's behalf. He felt that the ground will be too wet the next two months to install the system. He preferred to wait till summer to give the soil a chance to dry up. The driveway is lengthy and could sink with the heavy trucks going back and forth. Clerk VanSplinter felt that Mr. Troy is claiming a hardship, i.e., a self- induced hardship since 1985.
