5. HEALTH AGENT'S REPORT
a. Donald Steele again noticed the odor, smokey and piney, possibly coming
from Hathaway and Patterson (April 26th at 11:30 PM). Again, on Thursday, May 4th,
Mr. Steele could smell it again. Agent will investigate.
b. Automotive Waste Collection Day was a success. 400 batteries were
collected, 5 gallons of gasoline, over 1,000 gallons of oil, 30 gallons of
anti - freeze and 575 tires. Superplace and Honey Dew donuts donated refreshments
and over 20 people volunteered their time to help out. Samson Oil of North
Attleboro collected the used oil free of charge and Clemmey, Inc. collected
and disposed of the batteries free of charge. Fleet Environmental Services
aided in collecting and disposing of the oil, batteries, and antifreeze.
Health Agent will plan another hazardous cleanup.
c. Zayre Corporation is experiencing a leaky oil tank (deisel fuel).
Fleet Environmental and GHR Engineering are involved in the cleanup. DEQE will
conduct test borings to determine the pollution extent.
d. A letter was recieved by the Health Agent from Tifdan Development, May 3,
1989, re: a variance for Lot 16, 31 Nelson Way, 50' distance from septic tank to
wetland rather than 75' as required. Agent remarked that groundwater is high, 38 ",
soil permeable with rock fragments. He does not recommend, except if the soil,
10' all around to watertable, is removed and replaced with gravel.

for Lot 16, 31 Nelson Way.

6. OLD BUSINESS
a. Chairman Rosenberg requested a schedule for fascia completion at Great
Woods and a schedule of events.
b. Member VanSplinter asked for support for Article 34, 1989 Annual Town
Warrant, recycling program. Each member received a copy of the article.
MOTION: To support Article 34 at the Annual Town Meeting.
Steele /VanSplinter. All in favor. VOTED.
c. Member Steele felt that the Board should not have voted to extend
the placarding of 171 Ware Street without either a full Board or the same Board
members who voted for the condemnation and placarding. Mr. Troy asked for a
two -month extension to complete the installation of a new septic system (old
one failed over 3z years ago). Chairman Rosenberg gave his rationale for voting
in the affirmative. He said it was a relunctant vote and only a positive one,
based on the logic of construction, wet soil vs. dry soil. Member Zarek was
not present to explain his vote and Member VanSplinter voted against it.
d. Member Steele reported that the Old Colony Diner is filthy, i.e, dirty
floor, refrigerator, overall appearance. Health Agent will investigate.
e. Chairman commended Health Agent for a job well done for the successful
automotive waste collection day on Saturday, April 29, 1989.
f. Board discussed the fact that an assistant inspector was not recommended
and the salary requests for the health agent and secretary were also not recommended.
Since they were asked to raise fees to support the salary of an assistant, they
felt that a breach of faith had occurred.
MOTION: To recind the fee increases voted on December 15, 1988,
effective January 1, 1989 to the original amounts.
Steele /VanSplinter. All in favor. VOTED.
Chairman suggested Board meet with the Board of Selectmen to discuss salary
