3. COMMUNICATIONS
a. Memo, May 8, 1989, from Town Accountant re: Approved Budget for FY90.
Health Agent noted that a Prop 2j override is required to meet the Town's proposed
budget. Town Clerk will send a certified copy when the numbers are definite.
b. Newsletter, Spring 1989 from Mass. Association of Health Boards, Inc.
c. Annual membership dues notice for MAHB for July 1, 1989 to June 30, 1990.
MOTION: To renew MAHB membership for 89 -90 for $50.00.
Steele /VanSplinter. All in favor. VOTED.
Chairman suggested that Board members become more involved in this association
and that the annual meeting is September 23rd, which he will be attending.
4. VISITORS
Mr. Benoit did not show up for his appointment.
5. HEALTH AGENT's REPORT
a. Great Woods Performing Arts Center's fascia is going up. It consists
of 3" of high- density, fiberglass batting, dropped down about 6 feet, leaving a
narrow gap of sound emission between pavilion and top of the hill (lawn).
Board of Health -2-
May 18, 1989
b. On May 17, 1989, the Sheraton had a sewage problem, i.e., pumping
sewage onto the tennis courts. Agent will meet with Sheraton manager on
May 19th.
C. Post Properties of Mansfield will be on the auction block on June 2,
1989. Keith Development may be interested in purchasing this property. If
successful, Health Agent is hopeful that Keith Properties will tie into the
municipal sewer, rather than create on -site a wastewater treatment package
plant.
d. Agent visited Old Colony Diner and reported that housekeeping has
slipped backwards. They are, however, handling their food in a more efficient
and sanitary manner.
e. Agent asked if the Board wanted to reconsider the rescinding of the
fees, especially the installers fee $50.00 to $25.00. Member Steele wanted to
uphold the vote to rescind, but recommended that all fees be reviewed as they
pertain to the actual time it takes to perform the inspection and /or duty.
The rescinding of fees will be posted in the Mansfield News.
f. Agent spoke with Chairman of Finance Committee and was told by the
Chairman that $15,000 will be removed from the Health budget if the override
fails.
g. As of this date, 71 perc tests have been filed versus 125 in 1988,
as of same date. As of this date, 88 septic permits have been requested versus
43 in 1988, as of same date.
h. Groundwater levels are still down, but caught up some. Almost normal.
i. Town Meeting 1989 vote for non - criminal disposition referred to an
old by -law that referred to the Board of Health re: dumping on the road or on
sidewalks, house numbers posted, etc. under Board of Health's jurisdiction.
Member Steele commented to deal with this type of complaint if it should ever
arise.
6. OLD BUSINESS
a. Chairman asked if the Town Landfill Closure report had been sent to
the Health Dept. Selectman John Dunn, who was sitting in the audience, commented
that the report is due any day, and that the Selectmen will contact the Board of
Health when it arrives.
b. Member Steele has not noticed any odors recently. Health Agent did
speak with a couple of residents in the north end of Town and they had no
complaints. Agent did speak with the president of Hathaway Patterson a couple
of months ago about the odor; it is possible the odor did come from H -P.
c. Member Steele expressed concern with a package (small) treatment
plant regarding maintenance of one. DEQE has imposed a moratorium on this type
of treatment plant for single - family subdivision, not, however for condos, since
they have an association which deals with issues collectively. Chairman Rosenberg
suggested a local moratorium and Agent cautioned that poorly written regs leave
you no protection. DEQE will probably come out with a policy statement. Agent
will keep informed.
Board of Health -3-
May 18, 1989
d. Chairman reminded Health Agent that he hopes another household
hazardous collection day could be held in the Fall.
e. Member VanSplinter reported that the South Shore Regional Solid
Waste Committee will make a presentation to the local Regional Solid Waste
Committee on May 24, 1989 re: the regionalization of MRF's (mini material
recycling facilites).
7. NEW BUSINESS
a. Member Steele requested that the Board receive a summary of perk
tests taken, location, watertable levels so that the Board can keep abreast
of development with septic systems.
b. Member VanSplinter asked for summaries of health - related issues,
i.e., reportable diseases, radon, etc. He looks forward to public awareness
programs sponsored by the Board of Health, such as the immunization and
cholesterol clinics and the AIDS assembly.
c. Summer Agenda: Consensus of the Board was that the summer agenda
will remain the first and third Thursday of each month, unless Health Agent
feels there is no business to conduct to warrant two meeting per month. Also,
it might be a good time to plan workshop meetings to review regs and fees, that
appear to be overlooked during regular months. Chairman suggested a workshop
between Health, Planning and Conservation Boards might be a good idea to enhance
communication between these Boards and to be aware of their areas of jurisdiction.
8. ADJOURNMENT
MOTION: To adjourn at 8:55 PM.
VanSplinter /Steele. All in favor. VOTED.
Respectfully submitted,
Dianne Royle, Recording Secretary
