VISITORS Raymond Bridges, 243 Plain St., Mansfield, and Keith Dorn, 243 Otis St., Mansfield, presented the Board with a container of water taken from Little Bungay Lake and expressed concern with possible contamination. It was decided that Health Agent and Air. Fontanini will go out to inspect the area to find out why the water appears contaminated. 5. HEALTH AGENT'S REPORT a. Agent is still logging Great Woods complaints, but he and the Board feel that in order for the calls to be meaningful, they have to go to Great Woods directly. Since the members who monitor the concerts are at Great Woods when the calls come in, it is impossible for them to react if the complaints are at the Board of Health Office. Mr. VanSplinter expressed confidence that all calls are being logged, both at Great Woods and at the Board of Health Office. BOARD OF HEALTH -2- July 6, 1989 b. Health Agent presented the Board with a Fee Study, involving salaries, expenses, permit costs, etc. He explained that the study was somewhat inexact, but felt that all was in order. 6. NEW BUSINESS Mr. Fontanini expressed concern about a pile of batteries located along the side of the road, just after the Branch -Ware St. intersection. Mr. VanSplinter brought to the Board a resolution drafted by the Anawan Regional Solid Waste Committee, of which he is co- chair. The resolution called for the support of the selectmen on the following points: *That each town shall have two representatives, one being an elected or appointed official, and that each town shall have one vote. *That the committee shall draft a regional solid waste management plan for the member communities. *That the committee shall submit a grant application for at least 50% funding of regional planning expenses to the DEQE. *That additional financial support be sought from existing regional planning agencies. Member communities shall fund the remaining expenses through cash appropriations or in -kind services. MOTION: To support this resolution as a Board. (VanSplinter - Fontanini) All in favor. VOTED. Mr. Steele expressed concern about a letter from the State Ethics Committee concerning the trip taken last winter to New York to visit a Solid Waste Plant there. It was decided that the Health Agent should get in touch with Town Counsel to find out the Board's recourse. Mr. Steele also expressed concern about the level of noise at Great Woods, and suggested that the db level should be lowered. After much discussion, it was suggested that Mr. Steele and Mr. Fontanini spend some time monitoring, in order to realize the complexities of the problem. Mr. Rosenberg reported that he had received a housing complaint two weekends ago, involving Title 2, and that it had been taken care of. Mr. Rosenberg also reported that he had spoken with Tom Dwyer about salaries, the budget, and fees. Agreement was reached on how to handle paperwork for salaries. Mr. Rosenberg explained to Mr. Dwyer that since the Health Agent does not report to the Town Manager, the Board should set that salary. It was agreed to have more communication for the next time salaries come up, in order to get an acceptable solution. Mr. Dwyer asked that if the Board changed its fees, that he be informed as soon as possible. Mr. Rosenberg requested that the Board members fill out the Health Agent evaluations and mail them to him, so they can be compiled and sent to Town Manager.
