ment of Ed Rosenberg to Board of Health.
g. Copy of letter from Health Agent to Planning Board, Dec. 20, 1989,
re: The Elms Subdivision. Groundwater is 2 to 15 feet. Site is adjacent to a
well site; thirty lots are proposed. Contrary to RIM Engineering's comments,
Health Agent feels that the soil is not perfect for septic systems.
Member Zarek suggested that the Town take this property by eminent domain,
since the Ash property across the street is owned by the Town for a future well
site. He felt it did not make sense for the Town to take one side of the street
and not the other. The proposed Elms Subdivision is owned by Richard Morse, and
the site is a gravel pit.

4. VISITORS - No one tonight.
5. HEALTH AGENT'S REPORT
a. The septic system at Village Condominiums is having its overflowing
problems again (this is a relatively new system). Their engineer feels that it
is better to keep the galleys free from effluent and pump on a regular basis.
On January 22, 1990, Bristol Arms will be on the auction block again; and if
Bristol Arms becomes sewered by the new owner, then Village Condo may want to
hook up.
b. Health Agent gave Old Colony Diner 21 days to clean up or he will
shut them down.
c. Health Agent missed the meeting with the Dept. of Public Health,
Fluoride Division, and the Manager of Water Dept. A complete report of their
findings will be sent to Board of Health. After the Health Board reviews the
report, Dept. of Public Health, Martha Wood, will attend a meeting and present
the findings in public.
d. Agent will contact Norwood Board of Health and request info on how
they handle medical waste regs.
e. Agent gave each member septic system activity report for month of
December.
6. OLD BUSINESS
a. Review of regs is continuing.
7. NEW BUSINESS
Frank Zarek thanked everyone for their professionalism. This is his last
meeting. At the beginning of the meeting. Chairman presented Mr. Zarek with a
plaque honoring him with 9 years of service to the Board of Health. Mr. Zarek
will be missed.
Chairman suggested for the upcoming year that a "master plan" be developed.
Goals should be set and a schedule developed and followed to include cholesterol
secreening, blood pressure clinics, household and automotive hazardous waste
clean -up days, food seminars. Board agreed that the three primary concerns for
next year and years to follow are: (1) disposal of solid waste, (2) protection
of public water supply, (3) control of hazardous waste.
