4. VISITORS
At 7:40 PM a condemnation hearing was held for Walter Day, whose
property is 9 -11 Allen Street. Present was Walter Day and his attorney
Paul Lorencz, of Coogan, Smith & Benoit. Health Agent gave a history
of the housing violations and inspections made. An Order of Correction
was ordered for the 25 violations. Upon inspection, they were not all
corrected. An extension of time was given, and the second inspection
showed that again, there were remaining violations. Hence, a letter to
Mr. Day informing him of condemnation process and his legal rights.
Health Agent gave his 4 -point recommendation.
At this time Attorney Lorencz itemized the 25 violations. Ten were
corrected and fifteen still have work to be done. Mr. Lorencz and Mr.
Day both stated that the remaining 15 were minor, would take only a day
and a half to correct and cost minimal dollars, and that they were not
life threatening to warrant condemnation. Board wondered why he hadn't
corrected them since they were minor and inexpensive.

Agent stated that the upstairs apartment needed combination storm
windows. Mr. Day replied that he is waiting for the State's self -help
program to furnish those. He agreed to keep the downstairs apartment
vacant until all the violations were corrected to the satisfaction of
the law and Health Agent. He will provide documentation that self -help
is providing the storm windows.
Hearing ended at 8:13 PM.

repairs will commence shortly.
c. Stone Container: Agent reported that approximately 2,000 gals
of #4 oil spilled from Stone Container, Maple Street, into a drainage
ditch, which flows to the Canoe River. The spill is about 3/4 mile
long and is being absorbed and curtailed by Jetline Co. Fortunately,
the oil did not reach the Canoe River nor the Cate Springs Wells in
Maple Park.

b. Flouridation: Ed Rosenberg reported that the Flouridation
Forum was worthwhile and very interesting. Unfortunately, only 7
people attended, but it was cablecast throughout 17 communities.
Martha Wood, DPH, said that 130M people in U.S. and 3.5M in MA (60%,)
receive flouridated water. For adults it prevents root decay and
helps recalcify decaying areas, for children, tooth decay, and for
pregnant women, it helps the tooth growth in the fetus. Recommended
dosage: Birth -2 yrs., .5 mlg /day; 2 -7 yrs., 1- 1.5mlg /day; older,
1.5 +mfg /day. Excessive flouride is eliminated within 3 hours.
Flouride pill for children per day is expensive. Flouride treatment at
dentist helps surface of teeth in mouth - -not the development of teeth.
American Civil Liberties Union endorses flouride. Brand -name bottled
water is most likely not flouridated, however, store brand probably is.
If approved at the local level, 9 mos, at minimum for State approval.
Ten communities ahead of Mansfield waiting for funding. Board will
wait for results of non - binding referendum, March 18th. Chairman gave
members several articles opposing flouride.
c. Job Descriptions: Chairman reported that they will be ready
for next meeting.
d. Solid Waste Management Reg: Member Steele commented that his
purpose for a solid waste reg is to have a vehicle to know what people
are storing and where, so that the local Board of Health can regulate
rather than DEP. A copy of the proposed reg will be sent to each
member to read at home and to comment on next meeting.
