Housing Finance Authority Meeting: Agent attended this meeting with Town Manager to discuss sewering project, East Mansfield. Keith Properties agreed to contribute in advance $250,000 (their share to hook up) to the project, and Guaranty First Bank will contribute $75,000. The area in concern is Edgewood Condos and Bristol Arms Complex. Disposition of the existing septic tanks (after sewer is connected) was discussed. Agent recommended that a policy be set to state that the system be pumped clean and cover cemented on. He felt that they need not be filled with sand. Same process for domestic tanks. Member Rosenberg felt that homeowners along the new sewer line should not be forced to hook up, only if their septic system fails. The cost could be prohibitive for some people. Chairman suggested that the Agent call several communities that have installed sewer mains to see how they handled hookups and closure of septic systems. d. Clementine Drive: Agent received three letters from one resident on Clementine Drive complaining about the vacant lot adjacent to him, that in his opinion, is a health hazard. Flouridation: Member Rosenberg reported that he was pleased that the non - binding referendum passed. Recommended that the full Board take a vote to order flouridation, but must be aware of the time frame of the law. He feels if the Board orders flouridation, then it is the repsonsbility of the Cap. Improvements Comm. and Selectmen to recommend the funding. Town Meeting, of course, has the final vote. b. Job Descriptions: Chairman will present next meeting. c. Solid Waste Management Reg: After a fairly lengthy discussion on the merits of this reg, the Board voted to table. Member Steele feels that the jurisdiction should be at the local level - -not State.
