She recommended that funding not be contemplated until an engineering plan is developed by the State. After the 90 day appeal period lapses (Dec. 12th), an agreement must be signed between Board of Health, Water Commissioners and State OPH. Engineering plan should be available in February or March 1992, then town will have a better idea of how much money to appropriate (probably for FY94). A letter must be sent to Ms. Wood after Dec. 12th if there is no appeal, so that she may start the ball rolling on the state level. e. Miscellaneous: Chairman would like to discuss the term of the chairmanship at next meeting. Also one more evaluation of agent is due. Would like to discuss next meeting. NEW BUSINESS a. Stearns Hill Subdivision: Member Steele commented that this proposal is larger than Forest Park Subdivision and that he has concerns. Agent responded that the lots are not yet perced. Since site has high groundwater, he will recommend when appropriate that Stearns Hill be perced during perc season. He feels that the high groundwater will be a detriment to septic systems and that the rate could be 6 minutes to failure. The soil at Stearns Hill is opposite of Forest Park. Member Fontanini also had questions re: Stearns Hill Subdivision and groundwater soil types. Member Steele questioned if Board should be, as in the past, reviewing subdivision plans and perc tests. He feels that technical discussions related to subdivisions, groundwater quality and septic systems helps him to support issues, such as East Mansfield Sewer, and to set policy. MOTION: To return to reviewing peres, setting groundwater elevations and reviewing soil types. Steele / Fontanini. 2 -2. Motion Fails. u Board of Health Page 4 October 3, 1991 It was suggested that a list of subdivisions, proposed and approved, and a log of septic plan and perc tests might help members to know more about what is going on in the area of development. Also, any new subdivision plans will be presented to Board for their review. Member Fontanini feels that it is inappropriate for him to go to the health office daily to rummage through papers and to see what the agent is doing. Member Austin suggested that maybe the health agent's report be expanded to give a better feel of the daily operation. Some of this is frustration where things are read in the newspaper and we know nothing about it. MOTION: To expand the health agent's report and try that approach for next meeting. Austin /Fontanini.
