Project Bread, A Voice for the Hungry, Dec. 16, 1991, invitation to Legislative Breakfast on Feb. 14, 1992. 4. VISITORS Town Manager, Bill Williams, was present to inform members of the shortage of funds for FY93, and the unlikelihood of an appropriation for fluoridating Mansfield's public water supply. It was the Town Manager's recommendation to defer all capital improvements (unless mandatory or emergency) until greater resources are available. At this time $77,000 has been recommended. Mr. Williams did speak with Ed Rosenberg earlier about this subject. Members Fontanini and Steele were under the impression that the BOH was planning to pursue funding through the State - -not the Town. Agent reported that Member Rosenberg told him that he would be in favor of deferring fluoridation until FY94, but would expect a guarantee for funding from the Town. Mr. Williams stated that the Town cannot guarantee due to the unclear fiscal picture now and in the future. MOTION: To defer action for funding to fluoridate public water supply until it is economically feasible. VanSplinter /Fontanini. All in favor. VOTED. 5. HEALTH AGENT'S REPORT a. Lawncare Update: Lawyer on vacation. Still have not heard any news. b. East Mansfield Sewer: As Town Manager stated earlier tonight, the funding for this project is uncertain, since there are several variables to consider. Options are still being juggled. Agent wrote several questions for the attorney to answer. They are: (1) How is a moratorium by a BOH, for the purpose of sewer construction, put into place? (2) Can a moratorium be released in phases? (3) How does a moratorium affect purchase and sales agreements? (4) What is the Town's or Board's liability for a moratorium? (5) What can other boards do? Chairman Austin asked if the Board should still pursue legal counsel. Agent replied definitely. A memo will be sent to Town Manager with the questions. c. Air Quality Tests So. Main /Edgewood Sts. Area: All houses were tested fine except for two. The highest level was 5.0 (acceptable level is 1.0) of vinyl chloride. That house will be retested on Friday, Jan. 3rd, along with DEP and Rizzo Associates. d. Perks and Plans: Final count for 1991: 167 peres and 203 plans. Concensus of Board is that growth is out of control. After much discussion, members agreed to invite planning board members for a round -table discussion to get their views on growth and what plans they may have for controlling it. Meeting is tentatively scheduled for February 6th. Board of Health Page 3 January 2, 1992 e. Brugliera /Parsons, Goward Drive: Still in hands of Town's insurance company. Non - Smoking Regulation: Member Steele will read the new non- smoking regs from the State Dept. of Public Health and inquire what the Town of North Attleboro has done, and report back to BOH at a future meeting. c. Millis Recycling Constotium: Member VanSplinter, who is also Chairman of the Solid Waste Study Committee, reported that the town of Mansfield may not continue in the Millis Consortium due to the high cost of participation. The tipping fee could be $38 -42 /ton and $1.10 /mile, to Holliston ( "MRF ", Materials Recycling Facility) 28 miles away. The Solid Waste Committee will take a vote at their next meeting on Jan. 9th. 7. NEW BUSINESS Member Steele referred to the sign at Fulton Pond which states, "No Swimming per Board of Health." He wondered who tests the ice for safety on the Pond, since he has seen people skating at times when he felt the ice was unsafe. Because of liability, the Town would not make statements that the ice is safe. People skate at their own risk. 8. ADJOURNMENT MOTION: To adjourn at 9:15 PM. Fontanini /VanSplinter. All in favor.
