HEALTH AGENT'S REPORT a. 992 West St.: The lot in question at Riverwood Estates was lot 13. Agent apologized for previously telling Board members the wrong lot. The whole that everyone saw, with water in it, was the cellar hole - -not for the septic system. This is a very sensitive area, with soil types changing drastically within short distances. System will be in the same location that was approved, but higher. The use of monitoring pipes works well in in gravel -type soils - -not with a lot that contains clay and silt. The groundwater adjustment formula was used for this lot. Member Steele had concerns with the formula and wondered what happens if the results of using the formula are wrong. In this case, the developer called the Agent to discuss the elevation before he installed the system. Member Fontanini commented that groundwater can fluctuate in certain soils, and in those cases, the system in raised. b. Budget: Agent and Chairman met with Fincom on Saturday afternoon. Did not ask to raise fees. No problem with household hazardous waste collection at $7,500. c. Swimming Pool Permits: Agent asked that if no lifeguard is required, does the Board want to continue its practice and require a sign that says, "No lifeguard on duty "? MOTION: To continue past practice requiring a sign if no lifeguard is on duty. Rosenberg /Steele. All in favor. VOTED. d. East Mansfield Sewer: Permission has been granted to hire a special counsel to answer questions. Bids are out and due back late February, early March. Agent reminded Town Manager that Edgewood is a critical area to be sewered. Member Rosenberg asked if the sewer line passes a side street, can we require a house to tie in? Agent responded that any questions related to policy should be asked to the Sewer Commissioners (Selectmen). Agent will meet first with special counsel, then Board can meet with Commissioners sometime in March. Board members asked what if the Board orders hookup and Water Commissioners say no? Agent will ask Counsel. e. Air Quality Tests So. Main / Edgewood Sts. Area: Second set of tests were conducted in nine houses with a parts /billion ratio. (One house refused.) No word has been received, therefore, Agent assumes everything tested clear. f. Lawncare Update: Did not receive a return phone call from attorney. g. Perks and Plans: So far, 1 repair and 8 septic plan reviews. h. Brugliera /Parsons, Goward Drive: Both parties refused being disposed, since Brugliera was out of country and Parsons out of state. t Board of Health Page 3 January 16, 1992 i. Old Colony Diner: Chairman asked for historical data re: Old Colony Diner. Member Steele asked if the Agent informed respective departments of other violations when he makes inspections? Subdivision Review: The only time the BOH can turn down a subdivision during the review process, is when there is a public health threat. b. Non - Smoking Regulation: Member Steele will report on the second meeting in February. c. Joint Meeting to Discuss Growth: Many ideas were brought out in this discussion. Member VanSplinter suggested the Board have an agenda so that there is a purpose and direction to the meeting. To major concerns: Who to invite? Who should be hosting the meeting -- Health or Selectmen? Some questions brought up: What is the buildout number? What are your views on growth management? In light of recession and Mansfield's population boom, what is the overall plan to manage growth? What effect on schools and town in general? Agent said that that it may be time to consider a new form of government, since the Town has grown and the issues have become complex for too many boards to have their own jurisdiction. MOTION: To have Member Steele write the letter to the proper boards and committees stating the BOH concerns re: growth,. Rosenberg /Fontanini. All in favor. VOTED. 7.
