HomeMy WebLinkAboutBOH Minutes 2/20/1992This portion of the meeting was devoted to a roundtable discussion with various members of boards and committees re: the future growth of Mansfield. Those present were: Joe Pasquale, Board of Selectmen Dianne Royle, Chairwoman, School Committee Philip Smith, Chairman, Finance Committee Tom Brady, FinCom Barbara Hagg, FinCom (sat in audience) Chuck Joseph, FinCom (sat in audience) Greg Cauldwell, Chairman, Conservation Commission Marilyn Powers, ConComm Bob Poholek, ConComm Bill Madan, Chairman Planning Board Also in audience, Paul Folkman, Builder; Jay Zola, Builder; Peter DeGirolamo, Paving Contractor. Chairman Austin summarized the purpose of tonight's meeting by stating that the boards present may be able to help each other in their decision - making processes, since there is a common goal, i.e., the future of the town of Mansfield. This could be the first in a series of joint meetings with many boards or with a smaller number of boards, or this could be the last joint meeting, depending on how this meeting goes. Member Steele commented that the BOH had discussed re- instituting a perc season and that the proposed E. Mansfield sewer line had been a topic of discussion regarding a policy of when a house should /must be hooked up. Chairman of Planning Board Bill Madan commented that the sewerline would be a waste of money if the BCH did not make hookups mandatory. It is basically too late for many of these houses that are built. Mrs. Royle mentioned that the SC had planned for the future growth and that the Jordan Jackson Elementary School is the example. However, the SC has been critized for building the school, which in some people's opinion, is the cause for the new growth. Most agreed that Mansfield is a very attractive town to live in with its location at the junction of 95 and 495, a progressive school system, train station, and low tax rate. Conservation members Ms. Powers and Mr. Cauldweil commented that they sometimes require an approved BOH plan before they issue an order of conditions under the Wetlands Protection Act. Board of Health Page 2 February 20,`1992 Chairman Austin asked if we should be doing anything different as a'group to manage growth? Mr. Madan suggested that the BOH review the preliminary subdivision plans when they are distributed to the boards and committees. Their response would be helpful when the Planning Board starts their review. He also commented on Mansfield's industrial base and how is has stopped growing, in part due to the economy. The industrial base is a tremendous asset to the community, some agreed. Mr. Cauldwell suggested a booklet be developed to help people go through the various departments of municipal government when the need arises. Mr. Smith said that their role involves the budgets of staff and expenses on an overall basis- -not day -to -day. Mrs. Royle commented that school enrollment affects staff and enrollment is hard to predict in a growing community. Mr. Madan responded that there are many subdvisions approved, but not yet built upon or even started. Health Agent commented that attempting to look at growth impacts can be done either long - term - (subdivision plan valid for 8 years) or short -term (septic plan valid for 2 years). Selectmen Pasquale commented that there was an attempt at town meeting to increase house lots to one acre, but it failed. Unfortunately, there has been a decline in industrial growth, recession has hit, CC &F asked Town to help with betterment and they did, town has no money for infrastructure, have instituted user fees to increase revenues. Town is growing so rapidly that a another fire station may be needed. Mr. Pasquale mentioned that additional evenues may be added by changing the valuation date to January 1st for a new house and quarterly billing for tax bills. On the subject of user fees, Mrs. Royle commented that the schools have adopted various user fees and is disapppointed by this. Public education is assimilating private education by adopting user fees. Chairman Austin thanked everyone for attending and offered meeting again if anyone so desired. 3. CONSENT AGENDA a.
