VISITORS Veglas, 8 Leonard Cir: At 7:45 P.M. A public hearing was held for Mr. Basil Veglas, re: Use of his irrigation well. Chair Austin gave a summary of the groundwater pollution problem on a South Main St. property, owned by Textron. He stated that a number of shallow wells were tested and many of them were found to be contaminated. The BOH then ordered the wells shut down. These wells were used for watering lawns, vegetable and flower gardens, filling swimming pools, but not for drinking. Mr. Veglas was the only well owner that did not agree to have the well tested. All of the wells adjacent to his are polluted and have been condemned, including his for the public health safety of the neighborhood. He commented that since his well was never tested it should not have been condemned, but now he would like to have it tested, would like to have a monetary gift to supplement his town water bill bill, since he cannot use the well, and asked if an infiltration system to remove the pollutants from the well water be installed at the expense of Textron? Chair responded that Health Agent will get those answers for him and he will be contacted. Mrs. Penesis, Willow St., was also present and she asked that her contaminated well be retested by another lab. She cannot understand how her neighbor's well is not polluted and her's is. Jay Zola: Health Agent met with Mr. Folkman, (Zola's partner) and concerns were addressed. East Mansfield Residents re: Sewer Tie -in Proposed Reg: Nearly 50 residents were present to discuss the proposed draft of the sewer tie -in reg. Chairman Austin gave a brief history of the sewerline and the ballot defeat and then success. Member Rosenberg stated that the Board's primary concern is water quality and that protection of groundwater ensures a safe drinking water. Many questions were not under the Board's jurisdiction, but those of sewer commissioners and town engineer. Sherri Buck, Stearns Ave., asked why the sewerline proposal was changed from West to East Mansfield? Steve MacCaffrie, 236 Mill St., stated that dry lines should have been installed. { 621 people are on the new sewerline, and approx. 800 homes are proposed to be built off Eastman St., (Rt.106). Board of Health Page 3 ( September 10, 1992 Eileen Buckley, 1 Essex St., stated mandatory hookup is a tremendous burden, $5- 10,000. Why aren't new developments off the sewerline forced to hookup? Homes along the new East Mansfield sewerline should be grandfathered until their system fails. I -r Ron Buck, Stearns Ave., stated deal at Town Meeting was that homes would not be forced to hook up. Doesn't want to hook up till system fails. Eleanor Girard, 764 East St.,, stated that 621 families are paying this burden. "We are being dumped on." Colin Cauldwell, 824 East St., stated many concerns: increased taxes, betterment charges, hookup fees, massive remodeling for pipework in houses, cost of sewer on quarterly water bills. Randy Moore, 154 Essex St., totally unreasonable burden. Nancy Smith, 94 Mill St., asked that draft be tabled and put on hold. Dave Purcell, 220 Essex St., asked that a public hearing be held, evaluate emergency need vs. long -term goal, upon failure of system, mandatory hookup. Ralph Sanders, 879 East St., opposed to mandatory hookup upon sale of house. Would impede sale of house if new owners must hookup to sewer. Greg Cauldwell, 880 East St., asked if dry sewer lines are mandated to new subdivisions? Member Rosenberg suggested a meeting with sewer commissioners since many of these resident's concerns pertain to the commissioners. MOTION: To hold a public hearing on October 1, 1992. VanSplinter /Steele. All in favor. VOTED. Location to be announced. 5. HEALTH AGENT'S REPORT a. South Main St. /Edgewood St., Groundwater Pollution: Agent spoke with Bob Braille, Textron, and was told that an answer re: compensation to condemed well owers should be determined by next week. b. Edgewood Condos: Septic system is on -line. Approx. $10,000 was spent on the new system that will only be used several months, since the intent is to hookup to new East Mansfield sewerline. c. Health Agent's Vacation: Concensus of members was that some plan ought to be in place when the Agent in on vacation to cover for emergencies and things that that need somewhat of an immediate attention, rather than waiting a week. Will be discussed with Town Manager sometime. d. Peres: Agent asked at what point do we cease percolation tests on a lot? He has experienced on some lots high watertable and poor soil conditions. He references them as terminal lots. Member Steele offered a rewrite of the septic reg. Agent commented that watertable may change, but soil types do not. Instituting a perc season will be discussed next meeting. Board of Health Page 4 September 10, 1992 6. OLD BUSINESS a. Flouridation :,iM6mber Rosenberg requested an update. Agent will contact Dave Archard, Ass't Engineer. b. Mr. Donut: Agent will reinspect Mr. Donut next week. c. Manicure Parlors: Agent reported that he spoke with Linda Jodice, Jodice Salon, and she said her manicurists use a sterilizing material called "Close to You ". It's a fungicide. Regular customers have their own bags with tools. All clients are given info on Aids. There are no State regs. d. Sewer Tie -In Proposal: Member VanSplinter suggested dessiminating information that is factual re: septic systems and how they function and pollute the groundwater. There is tremendous misinformation among the residents who assume that the new people (because of larger homes) are polluting the groundwater -and not them, since their families have lessened. Fact is any septic system is a hazard. Agent will gather info and prepare a handout for the public info night. 7. NEW BUSINESS a. Name Plates: Concensus was that name plates may be appropriate, t especially when the meeting draws a large crowd. Secretary will look into cost. b. Great Woods Vendors: Member Steele asked if vendors, such as food, tatooes, ear piercing, are properly licensed, outside of Fanfare's food license? Agent will look into. 8. ADJOURNMENT MOTION: To adjourn at 10:10 PM. Steele /VanSplinter. All in favor. VOTED. Clerk Respectfully submitted, Dianne Royle Recording Secretary NEXT MEETING: OCTOBER 1, 1992 /e/ Z1 Date
