however, the only way a septic system can be installed is to construct a 140
foot concrete wall, partly buried in the ground. Members asked for Health
Agent's recommendation. Agent replied personally he does not like the wall,
but professionally, the wall works. The plan will also have to be approved
by DEP.
MOTION: To approve request for variance from Title V,

Steele /VanSplinter. All in favor. VOTED
5. HEALTH AGENT'S REPORT
a. Environmental Enforcement Conference: Agent commented that he
attended on Saturday and thought that the conference was excellent - -very
informative.
b. Draft Sewer Connection Reg: Agent presented fourth draft of the
sewer connection reg. Members commented as it was read and explanations and
justifications were given as comments arose. Amendments were noted by the
Health Agent and will be incorporated into the fifth draft. Mrs. Gurney,
Essex St., asked how the Board plans to handle hardship cases? They will
allow them, but do not have the mechanism yet. Timeframes for hookup were
discussed, but no decision made. There were differences of opinion. Some
members felt that the sewer project was expensive and built to protect
groundwater; therefore, five years is not unreasonable for residential users
and 18 months for commercial. Others felt no mandatory hookup, since
transfer of ownership and /or system failure will mandate hookup to sewer,
and, of course, all new development within so many feet of sewerline. At
next meeting that decision will be made. December 10th was set for the
public hearing.
c. 340 South Main St.: Guaranty Trust is responsible for this site,
but Textron is paying for the cleanup. The FDIC has closed Guaranty Trust
and Fleet has taken over, thus controlling this cleanup project. The
situation is a bit clouded now, but hopefully the measures will continue as
ordered by DEP.
d. Peres: 79 Peres and 194 plans as of today.
6. OLD BUSINESS
a. Mansfield Water Dept.: Agent reported that he reviewed the April
29, 1992 letter from DEP. The reason why the Water Dept. was in
noncompliance was because they failed to submit test results as required.
Concensus of the Board is to ask the Water Dept. for test results only if
they do not meet the standard safe levels as required by DEP.
b. Sewered Streets: Board will send memo to Town Manager, since Town
Engineer has not responded to memos, asking what streets are sewered with
l used or partially used lines.

7. NEW BUSINESS
a. Review of Preliminary Subdivision Plan: Members reviewed Bay Brook
Farm plan and everything looked in order.
b. Non - smoking Policy: Board reviewed memo from Secretary re:
telephone call from Martha Wood, DPH. Board suggested that she be
telephoned and told that the sewer connection reg is a priority at this time
and that the non - smoking reg is still on hold.
c. Community Visiting Nurse Agency: Board reviewed memo from
Secretary re: Nurse Chris Delano's visit and her offer to do the following:
1. Clinic for all Town and School Employees for cholesterol, blood pressure
and glucose; 2. Tetanus Boosters for all Fire, Police, DPW and other
employees susceptible to injury; 3. Immunization clinic for community
residents. Board agreed that these would be beneficial, especially the
clinic for the community. They also wondered if the nurse could do
injections for hepatitis. Secretary will ask and arrange clinics.
d. Great American Smokeout: Member Steele asked if the Board would
support sending letters to the two legislators asking them to earmark the
new tax on tobacco, voted at the November election, on health education, not
put into the general fund.
MOTION: To send letter to Senator Keating and Rep. Hyland
re: new tax on tobacco.
Steele /VanSplinter. 3 -1, Rosenberg opposed. VOTED

concern. Agent will be attending the State meeting on rabies, Dec. 1. He
