Draft Sewer Connection Reg: Approx. thirty residents from East Mansfield were present. Health Agent reviewed with the Board the comments from Attorney Joe Hannon, hired specifically to review the sewer regulation. Definitions for commercial, multi - family, subdivision, residential cluster and residential compound have been re- written, according to planning board regulations in order to keep these definitions consistent. Atty. Hannon recommended transfer of property section to be removed. The Board is now on its seventh draft and discussion pertains to #7, unless otherwise stated. Attorney recommended keeping everying in the reg in a public health frame. That is why Agent went by density in his calculations; for example, rented.houses should not be considered "commercial" because the owner does not live there. They could not have the same affect on groundwater as an actual commercial /industrial building. Board of Health Page 3 December 17, 1992 A failed septic system will automatically have to hook up to sewer, depending on the proximity of the sewerline.
