site on Jan. 5th, to witness 1" of oil floating on the water of one well.
High groundwater is causing residuals in the adjacent wetlands. HP has been
ordered by DEP to step up its operations of recovery and submit a plan in
about two weeks.

landfill to either recap or remove soil. DEP will keep us informed.

C. Mobile Food Vendors: Agent is recommending that he inspect the
portion of the vehicle for food service before he issues the permit for
mobile food. He has recently noticed that when trucks need repair, the
owners are doing the repairs themselves rather than professional; thus, the
truck does not conform to the law. He will continue to make random
inspections, but prefers to know that when the permit is issued, the truck
conforms at that point.
d. VERSACARE: This agency was once Attleboro Area Mental Health, then
Human Services of Southeastern Mass., and now VERSACARE. The Town is
contracted with them for $5400 per year and has been for many years with
little or no increase in the fee. Agent was disappointed when he contacted
VERSACARE to inquire about services for a young mother in Mansfield, and
also about their rate scheduled. The lowest charge is $25.00. Members and
Agent were under impression that the schedule was on a sliding fee basis and
less expensive than $25.00 for people in need.
Member Steele suggested that services like this can go out to bid,
since this field has become very competitive. The voucher system could be
used if the Town will go that route. Member Sosman suggested contact Red
( Cross for help, maybe for transportation purposes.
Dr. David Connor, psychologist at Mansfield Public Schools, will assist
Agent and visit this client from time to time to check her needs. Members
agreed to invite VERSACARE to a meeting to find out what the Town is getting
for their $5400 /year.
e. Budget: Fincom meeting on Sat. Jan. 30th at 1:00 PM, Town Hall.
f. Annual Report: Agent distributed copies of the 1992 annual report
for the Health Department. Member Austin commented that when he was
interviewed recently by the Selectmen, they suggested that the BOH hold an
additional automotive hazardous waste day. Presently in the spring, the
household hazardous waste day occurs and in the fall, automotive. Agent
suggested that since they are encouraging another waste day, the Board
should ask for $10,000 instead of $7,500 as they did last year. Chair
VanSplinter commented that the recycling park has a special bin for auto
batteries. Member Sosman suggested that the yearly increases over the five
years of waste days should be noted for residents to see the success of the
disposal days.
6. OLD BUSINESS
a. Sewer Reg: Agent reported that Attorney Joe Hannon reviewed the
reg and said it was a lot better. He asked to meet with Agent on Jan. 12th
to streamline and cleanup language and the formula segment. Accessibility
definition has to be clearer. Chair asked if members wish to wait until
after Agent meets with Mr. Hannon. Agent suggested that the Board wait to
sign Articles 1 -5, but they chose not to. Agent then recommended that the

Section 4: Transfer of onwership should be amended. Members agreed to make
Section 4 effective twelve noon on February 1, 1993 and that any purchase
and sales agreement signed before that time would be exempt from Section 4.
MOTION: To sign regulation with February 1st proviso that
people who sign a purchase & sales agreement before
February 1st will be exempt from Section 4.
Steele /Fontanini. All in favor. VOTED
Member Austin asked how this will be enforced. Member Steele suggested
notifying realtors. Members Sosman suggested that the appropriate Town
departments may catch it when they clear up other finances.
A five minute recess was taken to allow Health Agent to revise Section 4 as
moved by Member Steele.
MOTION: To approve entire reg with amendment.
Steele /Austin. All in favor. VOTED
MOTION: In reference to Randall Moore's letter, exclude
Section 4, Transfer of ownership.
Austin /No second. Motion fails.
There was brief discussion on Article 1, new construction and formulas.
b. Smoking Reg: Member Austin suggested now is the time to finalize a
smoking reg, especially with the publicity of second -hand smoke. He has
spoken with No. Attleboro's Health Agent and was told that their reg is
finally working out (at Emerald Mall, especially). Model reg from State
Dept, Public Health will be distributed to each member for future
discussion.
C. Miscellaneous: Member Steele will not be at next meeting.
Secretary will check again with Selectmen's secretary re: plaque for Mr.
Rosenberg that they will present to him. Board members agreed to sent him a
letter of thank you for his 12 years of service to the Town.
d. Rabies: Member Steele asked if there were cases reported in
Mansfield. Agent said none. He knows of one in Rehoboth.
7. NEW BUSINESS
a. Apple Tree Farm Subdivision: Agent presented subdivision plan and
asked Board to review as they usually, do. Instead, they used this plan, as
a model, to calculate distances with the formula in the proposed sewer reg,
to determine if the subdivision falls under the proposed sewer reg. After
calculations were reviewed, it was determined it would not require sewer.
Members Fontanini and Austin said they would measure the distance of Willow
Street from where the sewer line presently ends to the proposed subdivision.

b. Restrooms in Restaurants: Member Steele asked if restrooms are
required in restaurants. Agent responded that restrooms fall under the
plumbing codes and that they are required for employees, but not for the
public.
c. Stump Dump: Chair VanSplinter commented that he is aware that the
Town is operating a stump dump on property adjacent to where the Christmas
trees are disposed of. Agent will check out.
d. Secretary's Candidacy: Mrs. Royle will be a candidate for the
Board of Selectmen and Member Steele initiated several concerns. Mrs. Royle
responded that she has a written opinion from the Ethics Commission and as
long as she abstains from any vote involving the Health Department, she has
no conflict. Those votes would include budget items, disciplinary action,
appointments to Board of Health.
