VISITORS At 7:45PM a variance hearing, Title V, was held again for the proposed Elks Lodge on Eastman St., since the abuttors had not been notified (as required by law for new installations) for the first hearing. Messrs. Greg Matoian, Exalted Ruler, and Bob Nash, project chair, were present. There were no abuttors present. Member Steele was apprised of the purpose for the hearing, since he was absent at the last one. Hearing closed at 7:55 PM. MOTION: To approve the Title V variance for the Elks Lodge. Fontanini /Steele. All in favor. VOTED. At 7:55 PM, the Board took out of order the Willis property, Willow St., since Ralph Maloon, RIM Engineering, was present. Member Fontanini made an on -site visit and reported that the situation is exactly as stated at the previous meeting. These are the only lots that will benefit from the sewer extension, since it requires a forced main. MOTION: To allow on -site sewage systems (septic). Fontanini /Steele. All in favor. VOTED At 8:00 PM Michael Trowbridge, Hutchins & Trowbridge Engineering, presented the plan for 180 Branch St. where a variance from Title V is requested. Abuttors were notified by law; however, no one was present. Approved perc location, in conjunction with wetlands, requires that a retaining wall (barrier) be installed, which requires the variance. Questions were asked and hearing was closed at 8:05PM. MOTION: To approve variance for 180 Branch St. as requested. Fontanini /Steele. 3 -0 -1. Sosman abstained (not present at hearing. VOTED Mr. Trowbridge remained after the variance hearing and asked to speak before the Board on two issues. First, in his engineer's opinion, it is not a wise policy of the Board to require as -built plans before the final inspection of the septic system by the Agent, because the hole is sometimes left open for too long causing an unsafe situation. Mr. Trowbridge questioned why the Board had adopted this policy? Response: as- builts were not being submitted. After much discussion, Board agreed to make this topic an agenda item. They, too, have concerns after safety. Board of Health Page 4 October 21, 1993 e. Hatheway & Patterson: Site has been abandoned. DEP agreed to take over the cleanup at their cost. f. Auto Waste Collection Day: October 30th. 9:OOam to 1:OOpm. Need volunteers. Propane cylinders ($2.00 fee) will be taken this time and the event will be held at Great Woods. Agent reported that he did some calculations re: gallonage of oil collected through the years. 8,420 gallons of motor oil would render 600 million gals. drinking water unusable. This amount of drinking water is pumped over approxi- mately 2/3's of a year in the town of Mansfield. Fifteen quarts of oil could pollute a 1/4 million gallons of water. g. Peres and Plans 6. OLD BUSINESS 64 peres and 122 plans. a. Revision of Regulation of Schedule of Fees: MOTION: To amend the Regulation of Schedule of Fees to read: Retail Food $50.00 Housing Inspection $75.00 single $50.00 ea. additional if at same time and same site. Delete Turf Care and Add Retail Snack Food $10.00 Sosman /Fontanini. All in favor. VOTED b. Tobacco Control Grant: No response as yet. c. VersaCare: Chair reminded the Board that the $5,400 to Versa - care is actually a donation, not a payment for services by contract, as is Community Visiting Nurse Agency. Do we want to donate to Versacare or would that $5,400 be better spent elsewhere? Mansfield residents will get the same services at Versacare with or without the $5,400 donation. Agent suggested possibility of a voucher system. He will talk with COA Director, who is very involved with human resources and get her suggestions. Foxboro Human Services is an agency suggested by Member Steele that could be used by people who need services and the money could somehow be directed there. d. Honey Dew, Copeland Dr.: Mr. Eagan has not responded to the Board's October 15th letter (due dated Oct. 21st). Board asked Agent to contact him one more time rather than to file a complaint in Court. Board is looking for a letter that confirms an increase in the ventilation system to handle the smoke. Board of Health Page 5 October 21, 1993 7. NEW BUSINESS See "Correspondence e. ". 8.
