5. HEALTH AGENT'S REPORT
a. 104 Rumford Ave.: Took out papers in Housing Court. Hearing
will be held Nov. 30th to determine if property will be demolished.
Mrs. Paine can remove anything she wants from the house after hearing
is held. Member Fontanini asked who will front the money? Agent
assumed a lien will be placed against the property. Cost of removal
will be dependent on what is in the building, i.e., asbestos, etc.
b. Zone II Study: Agent attended meeting with Planning Board.
Draft from DEP will be available soon and Agent will acquire copies for
everyone.
c. Hathaway & Patterson: Officially bankrupt. Bill Haynes no
longer associated with it. DEP will take measures to remove tanks
before winter, secure buildings and chemicals, no electricity onsite,
but will be necessary at some point. Penney Engineering would have
prefereed DEP to countersuit so that Penney Engineering could continue
with the cleanup.
d. Auto Waste Collection Day: 1,200 gals oil, 354 tires, 38
liquid program cylinders and a pickup truck full of batteries.
e. Paine School Hours: Will be until February 1st. M -T -Th 8:00
AM to 4:00 PM, Wed. 8:00 am to 8:00 PM and Fri. 8:00 AM to Noon. These
hours are consistent with Town Hall and Electric Light Dept. Member
Steele had a concern if there was a crisis on a Friday afternoon.
Member Sosman commented that since it is only a trial, let's see how it
works out.
f. 340 South Main St.: Sometime in December, exploration of
extent of pollution will be done off -site and tracking the plume.
Meeting will be held with Health Dept. and Agent has asked his
secretary to attend so that she can answer questions when public calls.
g. Inspection /As- builts Plans: Agent asked Board to reconsider
their vote re: as -built plans submitted before final inspection, due to
the fact that winter is coming and Agent is concerned about the ground
freezing before the installer is allowed to cover the system. Much
discussion ensued re: timeframes for open hole /final inspections,
approved septic as -built not required for occupancy from Building
Dept., and alternative mechanism to get as -built from installer. Will
be discussed next meeting.

j. FY95 Budget: Board agreed to request $10,000 for profes-
sional services, (water testing), and three additional secretarial
hours /week, in addition to the usual level funded line items.
Discussion re: quality of Rumford River prompted the additional money
for prof. services. Agent will talk with DEP and pick the brain of
Groundwater Technology when he meets with them re: former Gorham
Silver. The Rumford River could be affected by the pollution from
Hathaway Patterson, former Bleachery in Foxboro, and other industries
in the North end of town. Rumford River has been tested by Penney
Engineering (H -P consultant) and the report needs to be evaluated.
Budget meeting with Finance Committee and Selectmen is Saturday,
February 5th at 10:00 am.
