4. VISITORS
At 7:45 PM Jim DeCorpo and his wife, 879 West St., spoke to the Board about the
odor and flies that invade their property and cause their quality of life to be diminished,
especially in the spring and summertime. They live six houses from the farm. He has spoken
to people at the Dept. of Food and Agriculture and DEP, Div. of Composting. Div. of
Composting told him that they have been out to the site several times, and that they will be glad
to work with the BOH, but have no intentions to take over. He also spoke to Mrs. Parente,
who told him that the town stopped disposing of their newspaper because the town did not

want to get sued. She also said that Parente's had no waste management program and admitted
that they have been lax in removing the manure on a regular basis. Mr. DeCorpo questioned if
the stockpiling of manure was causing pollution to groundwater or nearby stream. He also
questioned if the flies imposed a health hazard. His goal is to have the waste stored in a
building, removal during the weekday on a periodic basis and a waste management program
developed that will hopefully control the odor and flies.
Member Steele commented that the Board's primary concern is health. Members were not
aware of any people from agencies inspecting the farm, except the Poultry Inspector, Div.
Animal Health, called by the Health Agent. Agent will contact those mentioned by Mr.
DeCorpo and report back to Board next meeting with full report.
5. HEALTH AGENT'S REPORT
a. 102 Rumford Ave.: Closing today. Bank loan is $144,000. List of items to be
corrected, replaced, repaired was also sent.
b. Brugliera: Motion Summary Judgment was denied. Trial is April 21st. No issues
of fact, just rules of laws. Board's goal is to raise the septic system to the legal requirements
and is willing to reach that goal without imposing fines to Mr. Brugliera. Concensus was to
proceed without fines in order to reach resolution.
o. Parente's Poultry Farm: Composting and agriculture are two separate
functions. Nuisance law does give BOH authority to deal with odors; however, the
agricultural operation may be exempt from that law. Are the odor and flies harmful to one's
health? That is the question. Flies are mechanical spreaders, not carriers of disease.
Breathing dry manure can subject one to fungi and an open out can become infected if it came
into contact with wet manure. Health Agent will determine what the Board's jurisdiction is and
if, in fact, there is a health issue. Again, agricultural practices fall under different laws.
d. Town Meeting: April 25th, Mansfield High School, 7:30 PM. Each member
received a warrant and annual report. $10,000 for testing is still in operating budget and
$12,500 is still in for household hazardous waste collection.
e. Site Evaluator: Mass. Environmental Health Association and Mass. Association
of Health Officers are attempting to get rid of site evaluator's test. Mr. Leite is opposed to this.
He feels that being certified is an asset to the position of Health Agent. Agent will write letters
in opposition.

for 45 lots and definitive plans for 33 lots. Board agreed to have Agent review.
h. Hatheway & Patterson: Concern was if arsenic is detected in the water of the
Rumford River, could the fish be contaminated? No one from EPA was onsite to ask.
Member Steele questioned if Board should prohibit fishing. Agent said that EPA is pulling out
next week because everything is stabilized. DEP will be coming in to start their portion of the
cleanup. Agent will contact Fish and Game and already has a call into Lisa Danek, EPA.

hire someone to monitor hazardous waste cleanup that is ongoing. Workshop will be held in
June and Agent will attend.
o. Fluoride: Plans from Dept. Public Health arrived. Board will pass on to Water
Dept, Town Engineer. Agent asked if it would be worthwhile talking with CVS about the
possibility of the town providing fluoride pills to residents. Might get a cost - effective deal with
CVS that is less money than installing fluoride injection systems at each well in town.
