3. COMMUNICATIONS
a. Memo from Engineering Dept., June 1, re: Cobbler's Corner Sewering. Board
discussed suggestions in the memo, i.e. present design for Cobbler's Corner matches sewer
design for former proposed and abandoned plan for Lifecare Facility (matches Master Plan).
Also, to save developer money, he may install a forced main to Spring Street. No one else
can hook up to a forced main. Town does not like to own pump stations, which are costly to
build and later to maintain. Mr. Willis had just developed 6 lots on septic and now want to
to a 19 -lot subdivision. Another question is will Sewer Commissioners approve the hookups.
Board will discuss when full and Chair suggested a joint meeting with Sewer
Commissioners.
b. Letter from Groundwater Technology, May 26, 1994, update of 340 So. Main St.
c. Copy letter from Dr. & Mrs. Stanley Sohn, 621 East St., May 25, 1994, re: Solid
Waste, DeGirolamo, East St.
4. VISITORS No visitors tonight.
5. HEALTH AGENT'S REPORT
a. Swimming Pools: Agent referred to 105 CMR: Dept. Public Health, Mass.
General Laws, 435.23: Lifeguards. Did Board want to require lifeguards or simply a sign
that states, "No Lifeguard on Duty", which is acceptable by above stated law. Presently, the
sign is posted.
MOTION: To continue to require "No Lifeguard on Duty" sign,
as required by law.
Sosman/Forget. All in favor. VOTED

b. Coolville, OH: Atty. General's Office in Ohio is investigating Mr.DonWallace.
Agent will send them a copy of the video tape of the hearing for the proposed waste to
energy plant and other pertinent files.
c. 73 East St., Oil Spill: Last week someone spilled about 5 gallons of oil. DPW
hired a company to pump it out of the catch basins it affected.
d. Immunization Clinics: June 28th, 10:00 AM to Noon, Mansfield Depot,
Francis Ave., and August 17th, 2:00 PM to 4:00 pm, Library/COA Community Room.
e. Peres and Plans: Growing rapidly: 21 peres and 76 plans.
6. OLD BUSINESS
a. Tobacco Control Grant: Member Sosman reported that Charlotte Scozzafava,
Coordinator, TBC, was informed by the State that they are allowed to purchase computer
equipment up to $3,000. Two groups of communities that were award a TCG folded and the
funding returned to the State. State has asked our TCG to do enforcement of the sale of
tobacco products. Agent warned to be careful since she may not have the same authority as
the health agent. Agent offered to go with Ms. Scozzafava to various businesses.
Draft regs are developed for Easton and sharon. Agent will review them and propose
any revisions that may be pertinent to our regs and our community.
b. Raccoons: Chair reported that Police Dept. has been notified to contact David
Robinson, Mansfield, to capture raccoons, but their head off, and send to a lab to test for
rabies at a cost of $100 /raccoon.
c. Fall Projects: Chair suggested that in the Fall the Board come up with new
projects. Member Forget suggested reviewing BOH regs.
d. Road Cuts: Member Sosman asked if that issue had been resolved, i.e. road
cuts on newly paved streets to install a sewer line because of a transfer of ownership. Agent
responded that that particular issue has not been resolved; however, the town treasurer is
having some difficulty with the escrow money process.

e. Elks: Septic plan had the wrong size of the building. They said it was 4,000 sq.
ft. when it was really 8,000 sq. ft. The increase in size dramatically changes the design of the
septic to 1/3 more. Plan is now invalid. Too expensive to sewer. Elks has no idea at this
point what they are going to do.
7. NEW BUSINESS
a. Dumpsters: Member Forget asked if there is a reg for dumpsters. No reg, but
must be closed, sanitized and away from building.
MOTION: To adjourn at 9:30PM
Sosman/Forget. All in favor. VOTED
Respectfully submitted,
Dianne Royle
