4. VISITORS
Even though not scheduled as an Agenda item, Mr. Karl Clemmey, South Main St., was
present and addressed several issues with the Board.
1. When Mr. Clemmey has a compaint about the sound at Great Woods, he calls the
Police Department and members of the Board of Selectmen. He suggested that the BOH also
get reports from these people.
2. Mr. Clemmey owns land abutting the property of Mr. Wade, Branch St. The
Wade family for years has been dumping debris on his property and town -owned land. The
Health Agent did take Mr. Wade to court years ago and the court ordered him to clean the
property. He did, but now the dumping has reoccurred. Agent and Conservation Agent
made an inspection last week. Mr. Clemmey offered to have his land surveyed and staked
so that the Board can see the property delineations.
3. He asked if the water pipe was to remain under the bridge over Rt. 140? (Near
Great Woods Center for the Performing Arts). Agent referred him to the Water Department.
4. He asked Board NOT to have the household hazardous waste collections at Great
Woods. Mr. Clemmey is concerned that if there is a spill of hazardous waste, then his land
will be polluted.. Mr. Clemmey asked if the Board would sign a "hold harmless agreement"
in case there is a spill. Agent responded that the Board CANNOT do that, but referred him
to the Town Manager's Office. Agent explained that the town hires a licensed hazardous
waste collector and throught their insurance, they are the ones responsible for any accident.
Mr. Clemmey feels that for these hazardous collections, the town should use their own land.
Member Sosman commented that wherever this event is held, the same issue can hold true
with other abuttors.

5. HEALTH AGENT'S REPORT
a. Public Water Supply: Water is chlorinated; not sure if the bacteria is gone
from the actual well site, but the water lines have been chlorinated. Agent read the draft
memo to the Board of Selectmen re: a postmortum meeting. Board agreed to the contents
and added only a timeframe for a response.
b. Cleveland Twist Drill: The 21E conducted showed pollution and requires
remediation, i.e., groundwater and soil classification. Any dwelling within 30 feet of the
pollution may be affected with vapors. Agent read the list of contaminants and their levels
existing and acceptable levels. Most pollutants are 2 -4 feet below the surface of the ground.
Member Steele was most concerned about its effect on the Rumford River. The
contaminants of the Hatheway & Patterson land and now this leads him to be concerned
about the river. After much discussion, Agent suggested that the Board participate in the
public involvment procedures, recently enacted by DEP. Also, the Board can ask DEP, since
they are involved in these two sites, to test the Rumford River for any pollution that may
have migrated from these two sites.
c. 340 So. Main St.: Agent showed pictures of the plume on the contaminated
site. Agent attempted to get a toxicologist report on the various components and what their
effects are. Was told that casual contact is not a problem. Groundwater Technology will
issue another alert to well owners and users to not drink the water. Agent received a call
from a resident on Leonard St. and was told that two wells are being used, and she objects to
that.
d. Immunization Clinics: August 17th, 2:00 PM to 4:00 pm, Library/COA
Community Room. The June clinic was very successful.
e. Parente Poultry Fatm/DiCorpo, West St.: Mr. DiCorpo called Martin
Vandercamp, U. of Mass., Amherst. He called Agent. Agent called him back and offered to
visit the farm with Mr. Vandercamp when he pleases. Has not heard from Mr. Vandercamp
as yet. Member Steele first suggested that Agent sent a letter to Mr. DiCorp keeping him
abreast of events, but the concensus of the Board was for Agent to keep a log of events. Mr.
DiCorp, if he wishes, can, of course, view the log.
f. 21 Judy's Lane: Owner is running a rooming house, which is against the law in
that zone. Renting to four people, who do not know each other, but who share one kitchen.
Everyone has to pass through one persons area to get to the kitchen. As a rooming house, the
owner is in violation of certain health laws. The woman who has the area where people pass
through is very upset over the situation and lack of privacy.

g. Charles Street Odor: This odor has permeated throughout the neighborhood,
according to some residents, for about twenty years. First thought was a failed septic system,
but now realize the odor is coming from sewerlines that may lay too flat or dip in certain
area preventing them to properly vent. Agent brought a resident to the sewer treatment plant
in Norton and both walked through, smelling the odor at different stages of treatment.
Agent contacted Town Engineer who will flush the lines and will review pictures of
the lines for elevations.
h. Mansfield Green: Monday, July 11th, oil can be dropped off at the part.
Member Steele suggested that ought to take batteries and tires, too. Agent feels that if this is
successful, he may not have a Fall auto waste day.
i. Return of Computer: Tobacco Control has the authority from the State to
purchase their own computer; therefore, they have returned the computer that was on loan to
them. Agent prefers to keep the second one for his use. Board agreed.
j. Agent's Vacation: July 18 -22, 1994. Building Inspection will handle septic
inspections in the Agent's absence.
k. Peres and Plans: 27 peres and 106 plans.
6. OLD BUSINESS
a. Tobacco Control Grant: Member Sosman reported that Charlotte Scozzafava,
Coordinator, TCG, suggests that Mansfield tighten up their smoking reg. A copy of Sharon's
reg will be distributed to each member for their review. Sharon's reg is based on the revised
State reg. A letter from the State's attorney came forward easing the minds of those
concerned with the legal backlash of spot checks for purchase of tobacco products by
underage kids. Ms. Scozzafava sent a letter to every retailer telling them that compliance
checks will be made. Kids will not pushes in their own community.
Member Steele feels that a sensitive issue, such as compliance checks, should be
approved by the local Board of Health, besides the subcommittee, namely, the Tobacco
Control Grant Committee.
b. Water Crisis: Member Steele asked what caused the bacteria in the water?
Was it illegal dumping of sewage? This crisis may encourage a push for sewering the whole
town. Might be an item for discusssion with Sewer Commissioners.

Agent read Town Manager's response to Board re: 4th of July weekend and the
possiblity of the "boil order" continuing. Agent explained to Town Engineer why a
dishwasher is safe to use during the boil order. If you need to boil water for 3 -5 minutes to
kill the bacteria, then pouring boiled water over dishes after they've been through the
dishwasher cycle certainly could not be worthy of doing. The heat from the dishwasher dry
cycle could be sufficient.
c. Cobbler's Corner: If sewered, there would be a forced main to which no one
could hook into. Agent told Mr. Willis's engineer, Ralph Maloon, that a different method of
sewering exists that they might consider. Haven't heard back yet. Member Sosman asked if
there were adjacent properties for future development. Agent replied that he did not think
so.
7. NEW BUSINESS
a. TB Threat: Member Steele asked if it would be prudent for Community
Visiting Nurse Agency to test every resident in Mansfield for TB? Agent responded that he
is unaware of a threat and that anyone who is required to have a TB test does go to CVNA.
MOTION: To adjourn at 10.00PM
