a. Water Situation Update: Two wells are on and off again contaminated with
bacteria (Cate Springs and Dustin). Ajacent wetlands to Cate Springs was tested and there
was very high coliform. The well could be drawing down from this wetland. Agent
suggested to Town Engineers that the Canoe River also be tested.
b. Brughera: Tentative to begin repair of septic system on August 24th. Court
ordered that it be complete by September 1st. If not, he will be in contempt of court.

Enforcement Depts. with Mr. Clemmey's complaints as each one falls under the jurisdiction
of these departments. Ms. Sosman asked that Agent ask these departments to keep him
informed as to their progress with the issues.
d. 17R Summit Ave.: Agent received housing complaint from tenant. Landlord
did not correct violations within the ordered time; therefore, Agent took out a housing
complaint at housing court. Owner is in process now of repairing the items.
e. Rabies Update: Dog was exposed to a rabid raccoon. Even though dog has
had his shots for rabies, he still had to be under confinement, not quarantined, for
precautionary reasons.
f. Maryland Poultry Farm: Chicken manure from half million chickens is
disposed of in the basment of the coops and pumped out once a year. Neighbors complain
about the odor, but the Maryland Health Dept. deemed that it is an agricultural operation and
the odor is acceptable.
g. IDC Meeting: Very interesting and lots of fun. Dr. Mullin brought the
audience into the program. Gave cause to thinking and critiquing the community and
planning for the future. One of his messages was that Mansfield must enhance its industrial
and business growth to help its tax base with the rapid residential growth and the needs of
the town.
h. Charles St. Odor: Dave Archard, Ass't Town Engineer, flushed sewer lines to
help alleviate sewer odor. Also some house vents may be causing the odor because of their
height. Town Manager sent a letter to every Charles St. resident with an up -to -date report.
i. Mental Health Proposal: Every member received a copy of Ms. Farrugia's
memo to Agent with the five items that could be used for mental health, $5,400, appropriated
to Health Dept., formerly for Versacare. Members agreed to prioritize and send a memo to
COA. They are as follows:
1. Direct client counseling services, case by case, with a mental health organization
for clients who have no health insurance or means of payment. Also included would be co-
pay client services where needed.
2. Contract service provision for a crisis intervention team to work with families.
3. Support group services to be held at COA for elders and families.
4. Transportation needs for clients who have no transportation services and who are
in need of immediate counseling, on a crisis basis.
, 5. Speakers /workshops on variety of mental health topics.

Member Steele suggested that items in #3 could be free from agencies such as Norcap, AA,
Southwood Community Hospital, etc. Training for police and fire had been mentioned
between Ms. Farrugia and Mr. Leite. Board agreed to share with a small contribution in the
cost of this training.
j. Peres and Plans: Peres 29 and Plans 136.
6. OLD BUSINESS
a. Cobbler's Corner: No word from Mr. Willis, the developer, re: sewerline.
b. Smoking Reg: Member Sosman reported that Easton and Sharon will most like
be adopting a reg more stringent than Mansfield. Charlotte Scozzafava, TGC Coordinator,
sent a draft reg to Mansfield for their consideration. Some of the changes are: all restaurants
smoke free, category of fines, prohibition of vending machines, tobacco retailers permit.
Member Sosman again asked that members review the draft for discussion line -by -line at
next meeting on September 15th.
Also, town of Norton will be added to the group on a one -year trial basis. Commonwealth
recommended a memo of agreement with Norton. Ms. Scozzafava is asking for a part-time
compliance monitor and the addition of student assistance. Board agreed that the pay raises
for Ms. Scozzafava and Sheila Miller, health educator, will be the average that the three
towns are getting for FY95.
