Steele will try to attend.
b. Article Lawns and the Law, re: Quebec municipality passing bylaw banning

4. VISITORS No visitors tonight.
5. HEALTH AGENT'S REPORT
a. Water Situation Update: Two wells have recently shown no presence of E.
coli. Board agreed to ask Town Manager to postpone the postmortem meeting re: water
emergency since Agent will not be available on October 6th. Member Steele feels a crisis
such as the water one recently experienced needs to have a plan in place in case it happens
again. It could be a power outage town -wide, etc.
b. Brugliera: Pleased to announce that the system is installed, as -built plan
approved. Rise in lawn is less than 12" over a 70' spread.
c. Wade, Branch St.: Mr. Clemmey called with a complaint that Mr. Wade was
dumping on Clemmey's property. Agent inspected, but did not know where the property line
was since Mr. Clemmey never staked it out as he promised. Also alledged was that Mr.
Wade was dumping oil into the interceptor. Agent took bolts off cover and saw spider webs
which indicated that cover had not been removed recently. Agent will ask for future
complaints in writing.
d. 17R Summit Ave.: Agent went to housing court on Sept. 7th. One of the two
defendents showed up. Court told him to meet with the Health Agent to determine what has
to be done and to get it done. Court set Sept. 27th for trial if violations are not remedies.
Grading allows the water that comes off the roof to enter into the house, causing flooding.
e. 158 Ware St.: Single mother with baby lives there. Agent sent order to correct
violations, which were numerous. Social Services contacted Agent to ask about conditions.
Agent said house may be condemned since it was his impression that the violations were too
extensive. Housing was found for mother and baby through Dept. Social Services.
f. Lead Inspector Course: Agent will attend 4 -day course to be certified as a lead
inspector. Cost is $600, but there is a grant available to which Agent applied. Agent did
inspect a house this week with a store - purchased kit, but felt uncomfortable since he is not
yet certified.
g. Alledged Seagulls at Great Woods: Mr. Clemmey called Agent to report that
3,000 -4,000 seagulls, after a concert, swoop into the parking lot for leftover food. His
concern is the waste from the seagulls and where it is going. Agent called General Manager
at G.W. and was told that there are some seagulls in the parking lot after a concert.

h. Title V: Revisions will take effect November 10th. Will be available in State
Book Store on September 24th. Agent will buy a copy then, if it is not sent to office from the
State.
i. Data Base for Licenses: Hope to establish in the near future a data base for
every department that issues licenses. Also, a geographical data base will be established to
give various info about a log, i.e., square footage, depth to groundwater, on sewer or septic, #
bedrooms, public water, etc. Eventually, I -net will connect every PC so that this info can be
shared.
j. Peres and Plans: Peres 34 and Plans 140.
k. Vacation: Agent on vacation Sept. 19 -23rd. Secretary will work later into the
day and Inspector of Buildings will cover for septic inspections.
6. OLD BUSINESS
a. Cobbler's Corner: No word from Mr. Willis, the developer, re: sewerline.
b. Smoking Reg: Postponed, either October 6th or 20th.
c. Postmortem Meeting- -Water Emergency: Postponed, Nov. 3rd. Member
Steele asked if the bacteria has been cleared up yet and if they know what caused it?. It
fluctuates, Agent responded, but lately has been clear, and they do not know exactly what
caused it. There are different theories, but it is very difficult to pinpoint. Could be
watertable changes, geese droppings, adjacent swamp being pulled down. How many
families have changed to bottled water? Secretary will contact Belmont and Simpson
Springs. Member Steele wondered if septic systems caused the bacteria and strongly
advocated for town sewer throughout Mansfield.
7. NEW BUSINESS
a. Jameson Farm, Mill St.: Letter, Aug. 25, 1994, Hutchins - Trowbridge
Associates, asked for a waiver of the Sewer Connection Regulation to allow on -site septic for
10 -lot subdivision off Mill St. Sewerline would have to be extended 900' and will only
service 5 out of 10 lots by gravity. Because of the drop in grade, the remaining 5 lots would
require a grinder pump. Cost approx, $97,000 ($9,700 /lot vs. $4,000 /lot septic). Board
members discussed the mechanics of the sewer installation and cost, but felt that since the
subdivision is in a water protection zone, it is beneficial to groundwater quality to sewer the
lot.

MOTION: To require Jameson Farm, Mill St. to hook up to sewer
since sewer is /will be available shortly and that lots are in
the water protection zone. Request for waiver denied.
Fontanini /Steele. All in favor. VOTED
b. Miscellaneous: Chair commented that the Police Dept. has been receiving
many calls about raccoons on various properties. Also, S. Main Shell Gas Station is having
their pumps replaced. The underground storage tank is still located under the building of
Bermes Restaurant.
c. Growth: Member Steele would like to limit growth by limiting peres to protect
the groundwater and health of the citizens of Mansfield. He advocated to look into transfer
of property tax (impact fee), such that a former selectmen advocated for several years ago.
Agent cautioned that impact fees are illegal.
8. ADJOURNMENT
MOTION: To adjourn at 9:00 PM
Fontanini /Steele. All in favor. VOTED
