5. HEALTH AGENT'S REPORT
a. Budget FY96: Meeting with FinCom on Sat. Feb. 11th, 8:00 AM.
b. Title 5 Workshop: At Stonehill College, February 8th and 22nd. Members Sosman
and Forget, and Health Agent will attend. Also in reference to the new Title 5: The old Title 5
was a law regulating the disposal of wastewater; the new Title 5 views wastewater disposal a
something to be treated. The law has been reviewed by soil scientists, biologists, as well as
engineers. Even though frustrating, the new law is a huge improvement. Under the old, Agent
could design a new system that is replacing an old one. Under new, owner must have engineer
or sanitarian design it, which will be more costly to owner. This is stricter and better, but not as
friendly.
c. Impact Fee Workshop: February 16, 1995 sponsored by Planning Department with
guest speakers. Agent recommended members attend. BOH meeting scheduled will begin at
TOOPM to attend workshop.
d. Growth Management Workshop: February 18th, Saturday. Dr. John Mullin,
U.Mass, Amherst, will conduct the workshop. Carol Sosman was asked to be a facilitator and
has agreed. No other members expressed an interest in attending.
e. BOCA Ventiliation Seminar: Agent attended with staff from the Building Dept.
Seminar was a huge waste of time.
f. Fluoride Update: Agent spoke with DPH and was told that Mansfield is 3rd on the
list for funding in FY97 or FY98. The funding comes through a Federal Block Grant. Acting
Chair Sosman asked if Water Dept. has given cost estimates? Member Martin suggested that if
the costs are high, then maybe one or two wells can be fluoridated and rest phased in. Is that
PAGE 3, BOH MINUTES, FEBRUARY 2,1995
feasible? Review of plans, costs estimates, review feasibility, all wells or phase in? Acting
Chair Sosman will talk with Town Manager.
g. Jameson Estates: Board order sewer. However, 380 Mill St. was included in the
subdivision plan, but now the owner wants to build on it with a septic system. Variance will be
required.
h. Woodland Park: Planning Board sent a letter, Jan. 23, 1995, asking about the
Textron site and its groundwater pollution and possible effects on Woodland Park Subdivision.
Agent will recommend that they refer their questions to Groundwater Technology, consulting
engineers for the cleanup. The Board can only give a report on what has occurred and what
reports have been submitted.
i. Weaver Lane: Certified lab did water test (from stream). Looking for coliform, but
does not expect to see it because of cold weather.
j. 0 Peres and 4 Plans.
6. OLD BUSINESS
a. Cobbler's Corner: No word yet from developer re: seNver. Will not be on Agenda in
future. Will simply wait to hear from Mr. Willis, developer.
b. Smoking Regulation: Board agreed that first they should set direction. What do we
want to accomplish with the reg? Get on same track. Chair Sosman gave brief history of
smoking reg inception. Member Martin responded that one of his goal would be to minimize the
harmful effects of smoking, (restaurants and workplace, for example). Board agreed that second
goal would be to limit access of tobacco products to minors. Third, lock out for vending
machines. Societal/corporate cultures govern their own smoking issues. Present reg is more
reasonable than the draft proposed by Tobacco Control. Member Forget suggested Board look at
their reg one section at a time and make any amendments they feel are warranted. Will be on
future agenda.
7. NEW BUSINESS

MOTION: To adjourn at 9:40 PM.
