Unscheduled was Michael McClanahan; representing himself as both Chairman of the
Planning Board and developer who installed a server line from the Norton town line to his
subdivision off Mill St, and who donated a flow meter to the town of Mansfield. Although Mr.
McClanahan had not read the variance, he felt that the Board should not have granted a variance
since the subdivision was in a water protection district. Chair and Health Agent explained the
Board's position- -one lot and variance to Mary Jameson, if sewer is installed first, then she must
hook up to sewer and if septic is installed, then sewer must be hooked up upon transfer of
ownership.
At 7:45 PM scheduled was Chris Delano, RN, and June Withers, RN, Community
Visiting Nurse Agency, to give an update of services to the Board of Health and to ask for a
$2,000 increase in the contract for next year. The contract has been $16,450 for many years and
due to increased costs and services, an increase is requested.

CVNA serves member communities 7 days a week, 24 hrs. a day in various capacities.
Blood pressure clinics twice a month, cholesterol clinics every three months, flu clinics in Fall
and immunization clinics three times a year are conducted in Mansfield. All communicable
diseases are reported to CVNA for follow-up, except sexually transmitted and HIV (directly to
State DPH). Recently the social services component at the COA and CVNA services have
overlapped in some cases.
Board agreed that the narrative report sent monthly should continue on a quarterly basis.
Board will consider $2,000 increase at next meeting.

permeable soil, and other aspects of 'Title 5. At present, flow is 150 gals/bedroom/day and will
be 110 gals/bedroom/day. Agent gave rationale of eliminating portions of the local reg and gave
a copy of reg with certain sections crossed off. Disposal works permits will be valid for three
years rather than two. Installers license valid for two years rather than one. Suggested
reinspection fee increased from $25 to $50. Percolation rate can be removed from reg.
It was suggested that members review the handouts. Will be discussed again and voted
