4. Letter from Karl Clemmey to BOH, April 5, 1996, re: Wade Property, 177 Branch St.,
storage of hazardous materials. Agent reported that in June 1994, Mr. Clemmey had brought
this property to his attention. Agent passed it on to the Fire Dept. and Zoning Enforcement
Officer. In addition, he made an inspection of the property and discovered 3 -4 jsrrk cars
(which fall under the Police Dept.) scrap metal, batteries, tires. This could be considered a
°mdsance ", which deprives a person of a comfortable use of their property. Mr. Wade is
cleaning tip the property because it will be for sale soon Chair asked if Fire Dept. had
moved on this and Member Forget said that a `junk yard" is not zoned for this area Agent

4. Visitors
Karl Clemmey was scheduled, but did not show. He asked to discuss Wade Property,
177 Branch St., and the Household Hazardous Waste Collection at Great Woods.
5. Health Agent's Report
a. Household Hazardous Waste Collection Bid Award: Contract has been signed,
publicity is out, volunteers needed to direct traffic on Sat. April 27th, 8:30AM to 1:OOPM.
b. Wading River Pump Station: Attleboro City Solicitor told Agent that the plot
plan could not be filed at the Registry of Deeds because it has to be redrawn.
c. Compo, Branch St.: System was shut down and put back on line; however, when
blower blew, it was shut down again. No product was found in the monitoring wells.
Pumping starts April 22, 1996. Groundwater was so high and the sampling was too deep that
the product floated to the surface. Sampling should be done when groundwater is down.
Member Kowalczyk suggested that since the system failed and was restarted, it should be
certified that it is working accurately. Member Leonard asked if abuttors can meet with the
consultant to learn more about the cleanup? Agent asked if the Board would like to have
someone from DEP to speak on the Mass. Contingency Plan that has been amended. On May
2nd, the Board will attend a meeting in Boston at DEP to learn more about the Technical
Assistance Grant, which will provide expert advice and public education activities concerning
hazardous waste disposal sites..
d. Fluoridation Update: Agent spoke with John Buckley, Ass't DPW Director. Mr.
Buckley wants to review the quantity of water from each well since each well must be
regulated to dispense fluoride based on the amount of water that goes into the system.
Member Kowalczyk asked that Mr. Buckley provide the Board with the implementation
schedule to coordinate with funding. Target date for implementation, they hope, would be
end of 1996. A letter will be sent to DPH stating that funding has been approved.

e. June Conference: Agent will attend a conference titled, "Communicating the
Public Health Message ". in Waterville Valley, NH, June 12 -14th.
6. Old Business
a. Policy for Better Communication: Member Kowalczyk is concerned about the
Board not being notified when the Agent sends an enforcement order. He would prefer to be
notified so that he may give the Agent his opinion and concensus to move forward. The
Agent determines if the law has been broken, and to keep the flow of the office moving, he
issues an enforcement order if appropriate. He will notified the Chair of the action if the
Agent feels it is serious enough or out of the ordinary. The Chair will determine if each
member should be notified. Member Kowalczyk is simply asking for no surprises and more
communication between meetings if an issue arises that is important enough for members to
know.

established. They are as follows:
