5. Health Agent's Report
a. 380 Mill St: Special Attorney, Joe Hannon, will file the covenant May 17, 1996
b. Household Hazardous Waste Collection Day: Was a success. Constant flow
for four hours at a cost of $6,435. A Fall collection would be appropriate. Approximately
$20,000 remains. Board concensus was to collect driveway sealer (which was never collected
in the past because of the cost of disposal) and to issue a press release on the success of the
program.
c. Wading River Pump Station: Papers have been filed. Have not yet received
anything from Paul Nicholson, Attleboro Water Dept.
d. 23 Saddle Ridge Road: Went to court on Tuesday, May 14th. No one showed.
Continued to June 4th for an arraignment. Duplex house with no water or electricity and two
young men living in it.
e. TAG Letter of Intent: Agent and Member Kowalzcyk attended this meeting in
Boston on May 2nd to acquire funding for an educational program for residents re: hazardous
waste sites in Mansfield. $100,000 is available in grants of $10,000 ea. only for Tier I and II
sites, such as Compo Chemical on Branch St. The Agent proposed a page on the Internet and
once the page is developed, then other town departments can add on. Shell Oil Co. called
Agent and asked if they could be included on this page. Member K. suggested Agent ask for
funding from Shell Oil. Board was very pleased with proposal.
C Health Vehicle: Agent's vehicle will be removed before May 31st. Agent will use
a vehicle from a motor pool located at the Highway Garage on East St. If he chooses to use
his own vehicle, reimbursement will be 30 cents/mile. Board will send a memo to Town Mgr.
asking for reinstatement of vehicle justifying this request as a deterrent to the Agent doing his
job since much of it is field work. Removal of the vehicle from the Health Dept. is totally
unacceptable to the Board of Health.
g. "Team" Participation: Agent has been assigned five teams to work on: (1)
personnel policy development; (2) "pay -by -bag" trash program; (3) Park Row relocation; (4)
water conservation; (5) sewer capacity. A memo will be sent to the Town Mgr. asking that
the Health Agent only be assigned to teams that are pertinent to public health, i.e., water
conservation and sewer capacity.

h. Plymouth St. Athletic Fields Stump Dump: Stumps must be removed by June
30th.
i. DEP CMP Workshop at BOH Meeting: Agent scheduled DEP to speak before
the Board on June 13th the Mass. Contingency Plan and the four major hazardous waste sites
(Compo, Hatheway- Patterson, Shell Oil, Gorham - Textron).
j. Fluoridation Update: State will award $31,000 in FY97 and the balance in FY98.
Equipment should be installed by end of summer.
k. Joint Training Meetings: Agent spoke with Ass't to Town Mgr. re: joint training
workshop conducted by Atty. Joe Hannon with Planning Board, BOH ZBA and ConComm.
6. Old Business
a. Wade Property: Member Forget asked status.
b. NEMS: Member Leonard, HEMS rep, suggested that Gretchen Elliott's hours be
increased rather than hiring a third person. Ms. Elliott is the Health Educator. Mansfield,
being the lead community, should be more involved with supervision of the coordinator and
health educator and spending of money, since the budget for FY97 may be reduced by the
State. Member Leonard distributed a proposal for changes to the smoking reg for Board's
review. Board will consider these changes for the Fall. Also, Member Leonard wrote
compliance check procedures, which he hopes the Board will adopt for Mansfield, and
possible the NEMS Board can adopt for the other communities.
7. New Business
a. C.J. Scooters Variance Request: Board reviewed plan and had questions, such
as the number of smoking vs. non - smoking seats, location of door to divide the smoking/non-
smoking area. Agreement to hold public hearing on June 13th. Sean Splaine, Attorney for
Jerry Chipman will be notified of date.
b. Robinson School Oil Leak: Agent did not receive any information on this leak.
c. Water Workshop with Water Commissioners: Member K.attended this
workshop with the town's water consultants, various boards and committees and water
commissioners. Concerns were developing a plan for safer water distribution, flushing
program, develop watershed protection program. Contamination two years ago of E. coli
bacteria was related to overpumping. Do we really have enough water in this growing
community? Safe yield is crucial and may not be present. Town Engineer advocates for
water conservation program. Need for Boards to interact is very important. Planning Board
Page 4, Minutes, May 16, 1996
was not aware of some of these issues and may not have approved certain subdivisions, if they
were aware of the fact that quantity of water was not at a premium. Very informative
workshop.
