MAHB Quarterly, Spring 1996 4. Visitors At 7:40 PM, Charlotte Scozzafava, Coordinator NEMS, explained her recommended amendments to the Mansfield Smoking Regulation. (1) Free - standing displays are already banned, therefore definition should be eliminated. Rather than eliminate self -serve displays, dummy packs of cigarettes could replace genuine packs, and the display would have to be located behind the counter. Attleboro, Sharon and Easton outright ban self -serve displays. (2) A sign at the entrance of a restaurant stating a warning that the restaurant is not smoke - free. Some restaurant owners prefer smoke -free establishments because there is a faster Page 3, BOH Minutes, July 18,1996 turnover of tables. (3) A separate permit for the sale of tabacco products is recommended to allow for more effetive enforcement. (4) Prohibit vending machines. To date only Tahana and Holiday Inn have a machine. Board will consider amendments, come to a concensus and hold a public hearing. NEMS member Jim Leonard recommended that the title and current powers of Charlotte Scozzafava as "Agent of the Board of Health for Tobacco Control" be elminated. He prefers that Scott Leite, Health Agent, enforce compliance checks to keep process consistent. Mr. Leite is quite familar with the process since he frequestly issues orders and at times takes out complaints through the court. 5. Health Agent's Report a. Recreation Summer Camp: Because there are low - income children attending the Mansfield Rec. Dept. summer camp, Dept of Social Services requires a license from the local BOH. Camp has been inspected to the Agent's satisfaction. MOTION: To grant Mansfield Recreation Dept. a license for the summer camp held July 1 to August 23, 1996 at Memorial Park. Leonard/Forget. All in favor. VOTED, b. Well Regulation: Agent is requiring residents to submit small sketch by engineer showing septic system and distance from adjacent septic systems. Every well should be considered potable, since people are apt to drink from a hose. Many shallow wells have been installed since the water ban. Member Kowalczyk is concerned about safe yield of well and if these shallow wells have an impact on public water supply. A well list is updated frequently and sent to the Water Dept. to keep them informed. c. TAG Grant: Agent hand delivered to Boston. Will know in Fall if approved. d. Agent's Vacation: July 22 -25, 1996. e. 23 Saddle Ridge Rd: House has been paddlocked and is vacant. Owner will make repairs to allow habitation. C Sodium in public wells: John Buckley, Ass't DPW Director, informed Agent of higher sodium levels in several wells as compared to previous year's readings. Selectmen shut down Albertini 2 well. High sodium is directly at well. Mr. Buckley will measure sodium out of random taps in homes. What causes sodium? Snowy winter (road salt), increased development (more roads), no watershed protection areas. Calcium chloride is being used. Hopefully a water treatment plant will never be needed. Mr. Buckley will keep Agent informed. Page 4, July 18,1996, BOH Minutes 6. Old Business a. Compo, Branch St.: Member Kowalczyk reported that the cleanup had stopped because they found something in the storm drains' sediment. Agent spoke with V.P, of Compo, rest of buildings will be torn down and area will be cleaned up. b. Fluoride: Chair asked for an update. Board agreed to invite John Buckley to August meeting to discuss fluoride, sodium levels, conservation efforts, water quality. c. Clemmey's Issues: Member Kowalczyk is concerned about the use of land for bathroom facilities at Great Woods. Agent will inspect trenches and water flow. He recommends to Agent that spill prevention be reinforced when the RFP is developed for the next household hazardous waste day. d. NEMS: Member Leonard reinforced his concerns with procedure for filing criminal complaints. The procedure must be exact so as not to compromise the complaint. The complaint against Easton Gas, Pratt St. was flawed. MOTION: To direct Charlotte Scozzafava to appoint Gretchen Elliott, Health Educator, to head up compliance checks in Mansfield under the NEMS grant. Leonard/Kowalczyk. 3 -1 -0. Martin abstained. 7. New Business None presented. 8. Adjournment MOTION: To adjourn at 10:30 PM. Forget/Kowalczyk. . All in favor.
