4. Visitors
At 7:30 P.M., John Buckley, Ass't DPW Director in charge of Water Dept. gave
update on the following:
1. Fluoride: Contract has been signed at DPH. Engineer Fred Barker will come to
Mansfield to write the purchase orders with John Buckley. State will hire the contractors.
Some equipment and 2,000 lbs. of sodium fluoride has been shipped to Mansfield from Natick
because they had an excess. We're all ready to go as soon as Mansfield signs the contract and
all the equipment arrives.
2. Sodium Levels: State law states that BOH must notify residents when sodium
level in public water exceeds 28 mg/million. And, Water Dept. must notify State DPH,
DEP and local BOH. People with restricted sodium diets should be concerned with higher
than 28mg. levels. Water Dept will continue to monitor and preventable measures must be
taken, such as reducing road salt levels and not storing piles of snow near wells.
3. Water Conservation Efforts: Proceeding well. Residents are obeying ban.
Pumping stats, Jan -July 1995 and 1996, were distributed to each member and considerable
difference was seen between the two years - -lower in 1996.
4. Water Quality: Raw water detected signs of E.coli. All chlorination systems
were in order and disinfected the water properly. Mr. Buckley has been working with State
consultants with this problem. There is a connection from groundwater to surface water.
Chair asked if Mansfield is headed for a water treatment plant. Mr. Buckley did not know at
this time.
At 8:00 P.M., Chair Martin called a variance hearing for Title 5 to order. Applicant,
Paul Dei, 154 Stearns Ave. Mr. Day sold his house and his Title 5 inspection failed. The
system will remain on the side of the lot, but relocated further back where soil perced better;
however, he will need a distance requirement variance. (Leaching area to lot line from 10' to
5' and leaching area to foundation from 20' to 14', and groundwater from 4' to 3'.)
Environmental concerns will be addressed with variance. Health Agent recommends.
Neighbors, Mr. & Mrs. Viaz, 160 Stearns Ave., were present and asked if this
relocation will have an effect on their property. Agent responded that there will be no effect.
Chair closed hearing a 8:25 P.M.
MOTION: To approve Title 5 variance for Paul Dei, 154 Steams Ave.,
as presented.
Forget/Leonard. All in favor. VOTED
5. Health Agent's Report
a. City of Attleboro, Wading River Pump Station, Balcom St.: Certificate of
Compliance has been issued.

b. "Community Septic Management Program ": If plan is developed, State will
give Mansfield $20,000 and town will qualify for $200,000 in low interest loans for residents
to repair their septic system. If you do not do the plan, then $100,000 could be committed to
the town. Conditions are that septic systems must be pumped every three years and inspected
every seven. Agent cautions that the sewage treatment plant capacity could be affected with
the mandatory pumping requirements, the town of Mansfield should not become a lending
institution, lot of work to maintain records of pumping and inspections for every septic system
in town. Plan must be submitted by September 30th. A handout was given to each member
and will be discussed at Sept. 5th meeting.
c. TAG Grant: Grant request has been modified by $300. Administration costs
exceed certain amount allowed. Cannot buy computer because it would have to be returned
to State, but can lease one.
d. Smoking Enforcement Seminar: Health Educator, Gretchen Elliott, Health
Agent and Jim Leonard attended this seminar sponsored by MAHB.
e. Wade, Branch St.: Agent spoke with DEP re: Wade's property as a recycling
center. Received negative feedback. Agent spoke with Building Inspector and he suggested
that this operation actually requires a "junk dealer" license from the Board of Selectmen.
Board agreed to send a letter to the Selectmen with this info.
f. Clemmey's Great Wood's Complaint: Agent reported that there is one port-a-
john on each end of each parking lot at Great Woods.
g. General Workshops: Agent will conduct at the Fall meetings.
h. Plymouth Street Recreation Area: Town Manager will not allow a special town
meeting money transfer to remove stumps. DPW is now removing stumps from the new area.
i. Clemmey Tank: Agent spent several hours with DEP.s Environmental Strike
Force at Clemmey Tank. Operation has been abandoned, but few full drums, oil spills and pile
of hydrocarbons remain. Member Forget suggested a memo be sent to Building Inspector to
inform him that this area is unsafe and unsecured.
6. Old Business
a. NEMS Budget for FY97: Board reviewed proposed budget submitted by
Charlotte Scozzafava, NEMS Coordinator. They agreed to no salary increase or hourly
decrease for Coordinator or Health Educator, since total budget has been reduced by the State
and will continue to be reduced yearly. They feel direct service to the public is utmost. They
want an explanation on Administrative Support, Telephone, Postage, and Enforcement line
items.
Chairman Martin reported that Sarah Sobourin, State DPH Tobacco Control,
telephoned him to suggest a meeting with BOH Charlotte Scozzafava, Town Manager Bill
Williams, who administers grant money, and Mansfield Health Agent to discuss the role of the
NEMS Coordinator, role of Mansfield BOH (since Mansfield is lead community), and HEMS
Board role. A Monday evening meeting will be appropriate and Chair will call Ms. Sobourin.
Memo from NEMS Coordinator asking for town of Plainville to be added to NEMS.
Could mean $8,000 to $10,000 added to grant. Board feels at this time it is not a good idea
to add another community.
MOTION: To deny addition of Plainville at this time.
Forget/Leonard. All in favor. VOTED
7. New Business - None presented.
8. Adjournment
MOTION: To adjourn at 10:30 PM.
