Present were: • Colleen Berg, Norton Public Health Nurse representing Norton Board of Health, She extended a message from Norton Town Manager and Board of Health that they were all quite satisfied with former Program Director's job performance. • Gretchen Elliott, NEMS Health Educator • Linda Rosen, NEMS Sharon rep and Sheila Miller, Sharon Public Health Nurse • Dave Garner, Easton Board of Health arrived at 7:00 PM, spoke with Health Agent, and left. Chairman Martin initiated a discussion of where the program is now and where we go from here. Position of Coordinator has been advertised and 8 resumes have been received. Closing date is October 7, 1996. Discussion continued re: develop wording re: day -to -day overseeing, scope of the Mansfield Board of Health authority, input from other NEMS towns, the need to further define the scope of the grant. Member Kowalczyk noted that when Mansfield BOH reviewed the budget, they had noticed an expansion of the scope through increased budget items. He continued that the grant required a monthly meeting with the Program Coordinator; however, those meetings did not occur. Questions asked: Who has budget control? What happens to budget if Easton pulls out? Linda Rosen, Sharon Administrator for Board of Health was very dissatisfied with the program and received no cooperation. The grant was written in 93 -94 and never updated to meet the needs of the communities involved. Need to hire a new coordinator ASAP. Sheila Miller, who was the first Health Educator for NEMS, stated that the purpose of the grant is enforcement and regulation. Imperative to meet as ajgroup to do a critical analysis of this grant, need to take ownership of this program, stabilize the situation. Discussion of involvement in schools, enforcement and citations for violations continued. Schools did not want NEMS in their buildings since they had received their own grant. Page 3, BOH Minutes, October 3, 1996 Chair suggested that a subcommittee be formed to review resumes, present candidates at a joint meeting of NEMS reps to interview and choose program coordinator.
