Linda Rosen, Sharon NEMS Rep
Absent: Representatives from town of Easton
Chairman Martin began by thanking everyone for coming and expressing Mansfield's desire to
keep the coalition together.
Sarah Sabourin and Mark Boutin explained NEMS's options and the ramifications associated
with each one. If the coalition continues with four towns, NEMS may continue with
Charlotte Scozzafava as program Coordinator (Chair reminded that Ms. Scozzafava
resigned), or hire a new program coordinator. If Norton and Easton remain out, Sharon and
Mansfield's budget will be reduced, possibly in half, and Norton and Easton will have to
reapply in February 1997 for the next fiscal year's grant funding. Their share of the grant
money will revert to the State and cannot be held in escrow, as they requested. Sarah
Sabourin has received the FY97 budget, but has not yet signed it since she does not know the
future of the coalition. Recommendation: Attempt to keep coalition together. Both Sarah
and Mark offered to meet with Easton and Norton.
Dr. Tim Donavan, Norton Board of Health member, said that at this time Norton has no
coordinator and gets no services. Norton did not accept Ms. Scozzafava's resignation. He
asked where the problem started.
Chair Martin responded that Mansfield read the grant and followed the direction it gave.
Mansfield is the lead community and has certain responsibilities to the grant.
NEMS members Jim Leonard addressed some areas that needed supervision. They were
certain procedures conducted by the program coordinator needed to be tightened, compliance
checks need to have procedures written in order to conduct them in a uniform manner,
without error and with credibility for Mansfield only, (Mark Boutin commented that
compliance check procedures for each town do not have to be identical. They will be similar
and will overlap.) certain information had been requested and not received, disappointment
that since May 1996, only two NEMS board meetings were held and not with full
representation from four towns. Each month, the program coordinator should have met with
Mansfield as the lead community.
Linda Rosen, NEMS rep Sharon Board of Health, commented that she never got a response
from coordinator for a draft of their smoking reg and received no assistance with permitting.
Sharon asked for compliance checks and was told they would not be conducted by
coordinator without her receiving "health agent" status.

The job of the program coordinator is to bring the four towns together, yet allow each town
to develop policy that pertains to their needs in their community. Chair Martin would like to
meet monthly with each NEMS member when the new program coordinator is hired.
Applications have been received and are being reviewed. Mansfield will recommend a number
of candidates to be interviewed and hired by the NEMS board and the Mansfield BOH.
Sarah Sabourin said that a collaborative generally has a lead community and the lead has the
task of making sure that the budget and program, according to the grant, is being run and
followed properly. Main function of the lead community is to oversee and be sure all Boards
are content. Each town signs on and accepts their role. Sarah said, "The Mansfield BOH
should take themselves to task because they did not ask for monthly meetings ".
Member Forget asked Dr. Donavan if their vote was a "protest" vote and Dr. Donavan
admitted that it was.
Chair Martin and NEMS member Leonard will meet with Norton BOH on Nov. 7th and with
Easton BOH on October 21st. Both Sarah Sabourin and Mark Boutin also will meet with
these two boards and answer any questions and address any concerns that they may have.
