Attleboro, Seekonk and Wrentham met with the Board and offered her services to train the new program coordinator. North Attleboro also invited Mansfield to join their coalition. However, now that Norton has agreed to remain, Sharon, Mansfield and Norton will continue in the coalition. Ms. LaRoche informed the Board that Mansfield will participate in the Great American SmokeOut (Gretchen Elliott, Health Educator NEMS, is prepared) and reminded the Board that monthly and quarterly reports are due to the State Tobacco Control this month. Also, she developed a permit for sale of tobacco products and has collected $14,600 in fines and fees. She meet with her three Boards of Health monthly and visits nearly 450 businesses in three towns on a regular basis. N. Attleboro's fee for tobacco permit is $25.00. Member Kowalczyk and Agent will call the State and ask for an appeal hearing. Member K feels that the proposal was misunderstood and that an appeal is worthwhile. c. Plymouth St. Recreation Area: Agent met with Mike Ahern, DPW, to discuss ( the stump dump. Dan Clifford, DPW Director, has decided to file an application with DEP to Page 3, BOH Minutes, November 7, 1996 regulate these stump dumps. Agent gave Mr. Ahern a copy of the regulation and application from DEP. Member Kowalczyk commented that this application is very involved and may not qualify for a stump dump that is existing, that is, to apply after the fact. It is the law to prohibit or regulate stump dumps. d. They were decreases in affordable housing, inequality of housing, changes in standards, interviews with clients, housing code, site considerations. e. Spent about $8,000, have about $15,000 remaining. In the Spring, should consider an all -day collection since set up fee is $750. Member Kowalczyk suggested a educational flyer to residents asking to buy less, use less, if possible, and more about the collections as to how to safely dispose of latex paint and small amount of oil base paint. The Mansfield Green Park can take certain items also. This mailing can occur through electric bills. ( 6. Old Business a. Compo: Member Kowalczyk reported that a meeting should occurred at the site with the licensed site professional (LSP) and DEP. Long -term plan should be available from the LSP and/or DEP. No response from Gerard Martin, DEP, yet re: invitation to attend BOH meeting to discuss Compo. Agent will contact Mr. Martin. b. Water Workshop: Members Martin, Leonard and Forget attended.
