PASSES 13._"~>"'."~."-~"""""1 Anthony Esposito, Outback Engineering, Eric DeLong, Acorn Manufacturing, John Long, Loughton Construction Mr. Esposito explained they are proposing a 7,400 square foot addition to the existing building. After discussing the drainage with Mr. Sullivan, he has decided to assume no infiltration for the detention basin. Part of the roof will drain into the detention basin. Sanitary, water and gas services will remain the same. The transformer will be relocated because it is in the footprint of the addition; the overhead wire will be connected to an ,-. existing pole. The site is currently unpaved; the parking shown on the plan is existing. There are approximately 50 spaces, and Mr. Esposito said the owner maintains that at the most, 47 spaces will be needed. Mr. Sullivan has asked them to fix a pipe, which they will do in a separate filing with the Conservation Commission. Mr. French asked what else is in the area of the addition; Mr. DeLong said there is a gravel parking area. Board Comment Mr. DeMassi asked how many parking spaces are required. Mr. Esposito said they need one space per employee on the largest shift, which would be 47 spaces. There are 50 spaces provided with two handicapped spaces. Mr. DeLong said he currently has 40 employees. Department Head Comments The clerk read memos from Mr. Burke and Mr. Sullivan. r- Board Comment Mr. DeMassi asked what Acorn Manufacturing does. Mr. DeLong explained they manufacture decorative hardware, and has acquired a nail company that will go into the addition, along with seven additional employees. Planning Board 1 r- Mr. DeMassi asked why this site is not paved. Mr. DeLong said the building was built in 1964 and the parking area has never been paved. Mr. French noted Mr. Burke's memo indicates landscaping is not necessary. Mr. DeMassi asked about lighting. Mr. DeLong sadi there are two existing cobra-head pole lights; one at the front and one at the back of the building. There will be wall packs attached to the existing and proposed buildings. Dr. Torman said there appears to be parking along the back of the building and asked if there would be lighting. Mr. Esposito said there is a cobra head light there; Mr. DeLong said they could keep that light pole there or replace it with a wall pack. Mr. DeMassi said this site is well below the street, so the lighting wouldn't bother abutters or traffic. Dr. Torman suggested two wall packs on the back and two on the side of the building. Mr. Jenkins asked if the business produces any hazardous waste; Mr. DeLong said it does not. Mr. Jenkins asked what material would be used for the addition; Mr. DeLong explained it would be a steel building. Mr. Armstrong asked if the addition could be accessed from the existing building. Mr. DeLong said it could be. r- Mr. Annino asked about the dumpster detail. Mr. Esposito said there is a dumpster note on the plan. Mr. Annino said the board would like to see the detail including size, pad area, height of fence and type of gate shown on the plan. Mr. French asked if the dumpster would be in the same place; Mr. DeLong said it would be moved and there is no pad or fence proposed. He said they have one trash and one cardboard dumpster that sit on the gravel drive. There will also be a sealed scrap metal container. Mr. Annino said the board typically requires dumpsters to be screened. Mr. Armstrong noted this is an existing facility and an existing dumpster; Mr. Annino said there will be an expansion of the use, so there will be more trash. Mr. DeLong said the dumpster has been moved away from the building at the request of the insurance company. Mr. DeMassi asked what is on the Forbes Boulevard side of the site; Mr. DeLong said it is treed and the site cannot be seen from the road. Mr. Annino asked about landscaping; Mr. DeLong said none is proposed. Mr. Annino said the by-law requires 10 feet ofbutIer between the parking and building; he suggested adding some landscaping. Mr. Annino said he isn't a fan of gravel parking areas because they cannot be striped. Mr. Annino said when there is parking against a building, a curb or bumper is required. r- Mr. Annino asked where the drainage from the addition will go. Mr. Esposito said the roof leaders will spill onto the gravel parking area. The roof leaders from the existing Planning Board 2 IT r- building go underground into the detention basin. Mr. DeLong said they would compensate for the water from the new roof; which will drain into the parking lot. Mr. Annino asked the height of the new addition; Mr. DeLong said it is lower than the existing building. Mr. DeMassi asked why drainage from the addition cannot be put into the detention basin; Mr. Esposito said the site has poor permeability. Mr. Annino asked about handicapped parking. Mr. DeLong said there is a level access pad at the back of the building. Mr. Annino said the handicapped entrance has to be at the main entrance. Mr. DeLong said the addition will have a handicapped space with an apron and signage at the main entrance. Mr. Annino said that should be shown on the plan. He said the Building Inspector will require handicapped spaces be paved and the space will have to be van accessible. Mr. Holmes asked if the new door is closer to the handicapped spaces; Mr. DeLong said it would be. Mr. Holmes asked about the type of lighting; Mr. DeLong said they would be high-pressure sodium lights. Mr. Annino said the board prefers metal halide. Mr. Holmes asked about the pipe going out of the basin; Mr. Esposito said it would be at 146; the bottom of the basin is at 144. ,-. Mr. Holmes asked if the addition of landscaping would affect the loading area and parking spaces on the north side of the addition. Mr. French asked how large trailer trucks come to the site; Mr. DeLong said they back into the site. Mr. French said he understands this is an older building and the owner is doing the best he can to work with it. Motion: To send the Building Inspector a positive recommendation including the following conditions: department head comments be fully addressed; two wall packs be added to the back and the side of the building; the handicapped parking space be detailed; metal halide lighting be used where light poles are used; the parking spaces be shown and dimensioned on the plan; the dumpster detail be shown on plan; landscaping be added where possible.
