Finance Committee - Chairman Joe Pasquale was present and said his commit-
tee will be starting to work on the new budget next week. He suggested
that 2% of the budget go for capital improvement projects. Selectman
Harrington asked him for his feelings about department heads and Town Man-
ager direction, etc. Joe said he feels everybody is working together as
a team and department heads are becoming much more responsible. The Town
Accountant has been very cooperative. Discussion on the budget composi-
tion and presentation followed.
Selectmen Dunn felt that if the Selectmen would attend the Finance Commit-
tee meetings when they meet with the department heads, it could be very
valuable and beneficial.
Board of Health - Mike Van Splinter, representing the Board, reported they
have applied for a flouridation study.
Planning Board - Chairman Bill Madan reported they are loaded with subdi-
vision plans, the Planning Director is over worked and some of his duties
are not necessarily planning related. He is being called in on subdivi-
sions which are two years old and not completed, and they don't have a
construction inspector during the winter months; they need a full time in-
spector. Field work may slaken during the winter months, but there is alot
of paper work which needs to be handled.
Selectman Harrington asked for clarification on the number of hours, com-
pensation, etc. for this position for next week, Bill said developers
claim they cannot get street lights installed because the Electric Depart-
ment does not have them in stock.
Recreation Commission - The Director of Parks & Recreation was present
along with Commission member Alan Johnson. They reported a concern for
field and park useage; there are many more requests for the use of Memor-
ial Park and they would like to formulate plans to use the Hutchinson
property. Their second concern is a need for indoor space.

State filing fee has been increased, and the increase is now being split
between the State and the Town. The local share of the fees is supposed
to be designated for Conservation Commission fees. She said they would
like to have some engineering assistance for drainage studies; the land
acquisition account is about to be depleted.
Zoning Board of Appeals - Chairman George Wyjtkiewicz and Board member
Ed Valenzola were present. They feel the Zoning Board covers a large area:
people who buy a home, then want to add to it, a mother -in -law apartment,
etc., apartment houses undertaking condominiums now. They said the Board
really needs an enforcement officer. Ed Valenzola said he feels the major-
ity of people do not come prepared for their hearings, which causes extra
time, etc.

PRESENT: Chairman Tartufo; Selectmen Dunn, Harrington, Sarro, Markt; Town
Manager i,- -r EL1)
Building Next to Fire Station - The Town Manager said there is a need to
move forward on acquisition of this building. He said $36,000 from the sale
of Spaulding School is being held because of a lien (Tams vs. Town, an Elec-
tric Dept. case). Town Counsel is trying to have the lien removed. The Town
is willing to pay $200,000 for the property, the owner wants $400,00 -
$500,000. The owner was willing to handle it by voluntary eminent domain.
Chairman Tartufo said he would like to see the lien cleared up; if not a
normal transfer, then go by eminent domain.
21 Williams Street Property - The Town Manager reported that Mrs. Gill has
paid for all costs including legal and insurance; she still owes for a por-
tion of the new fiscal year. Because the Judge ordered vacating the award,
she has been owner of record.
Carla Fole 's Restaurant (Ladonna Restaurant) - Carla has decided she does
not want the extra property for parking Paine School lot), so the Town will
have to either post it or fence it. Chairman Tartufo said he had suggested
$500 fee for the first six months. The Board asked Chairman Tartufo to send
her a letter asking whether she does or does not want it.
The Board was polled to go out of Executive Session and to adjourn: 5 -0
