7. Richard Blandori /Sanitary Sewer Extension
Richard Blandori was requesting a sewer extension for Perkins Ave. The Town
Engineer, Bob Swanson, was present to explain the situation and give his rec-
ommendation. He said he does not recommend it because there could be legal
disagreements and the State will not approve; there should never be tie -ins
to privately owned sewer lines, which is what Mr. Blandori is proposing.
Bob Swanson said the only alternative is for the house Mr. Blandori has al-
ready built to have its own sewer line all the way to Rt. 106, or its own
sewer line out to Central Street. The Building Permit was issued for a septic
system. Karl Clemmey was present and owns property on Perkins Ave.; he said
he was willing to meet with the other property owners concerning putting in
the sewer line to Rt. 106.
MOTION: To deny the request. Harrington /Markt VOTED: 5 -0
Selectman Harrington suggested notifying the Board of Health of the Selectmen
decision on this because of the septic tank.
Town of Norton Sanitary Sewer Line
Srinivasa Kalkunte of Kalkunte Engineering, Fernando Requena from CDM, Doug
Nason, Norton's Water & Sewer Commission, and Mansfield's Town Engineer, Bob
Swanson were all present. Mr. Requena reviewed the circumstances of Norton
proposed sewer line through Reservoir Street with a pumping station on South
Main Street. He recommends placing the pumping station at the end of Judy's
Lane. He handed out a letter outlining their recommendations; discussion
followed and included whether Mansfield needed the protection of the proposed
21 inch pipe rather than the originally proposed 8 inch.
The Town Manager pointed out that any construction not completed by June 1
should be subject to the Police Chief's determination concerning handling of
Great Woods traffic, etc. The Town Manager also suggested there should be a
flow meter at the Cobb Street interceptor. Discussion then followed concern-
ing how Mansfield residents flow into the Norton line would be billed. The

Town Manager advised the intermunicipal agreement with Norton needs to be
modified and an amendment made to it. It was stated that Great Woods would
require a sewer meter because of the unique circumstances it has. The Town
Manager then suggested going ahead with the sewer extension permit approval
with the stipulation of an amendment to the intermunicipal agreement at a
later date. Selectman Dunn said he wants approval based on the Town consul-
tant's recommendations and the 21" pipe included from Manhole #50 to the pump-
ing station.
* MOTION: To endorse the request subject to the six(6) recommendations ad-
dressed by Camp Dresser & McKee in addition to:
1) All reasonable efforts to complete the work by June 1; if that
fails, they would submit an acceptable traffic safety plan to
the Chief of Police by May 1, and if that does not resolve the
issue, it would be presented to the Board of Selectmen.
2) That appropriate flow meters be provided at necessary locations
to account for the amount of sewerage flow entering the Town of
Mansfield's system from Norton.
3) That the sewer system to be constructed in Mansfield include a
21" pipe from Manhole #50 on the Kalkunte Engineering drawings
to the Main Street pump station.

9. Old Business
a) The Town Manager updated the CDAG grant request advising no formal word
yet, but the Town Engineer has received some informal information; i.e.,
they will not allow the Town to do any more work this year because the
Town must go for rebidding. The most promising aspect is they pedestrian
cross -walk over Rt. 106, and the Conservation Commission has approved all
the applications connected with the projects requested.
b) The Town Manager reminded Board members of the departmental operations
reviews Tuesday, November 14th at 3:45 P.M. and Saturday, November 18th
at 7:45 A.M.

a) Trustee for Wood Estate - The Town Manager explained that a 4.6 acre par-
cel in Norton was purchased by a developerin 1986 from a Steven Wood.
However, it turned out that Mr. Wood owned only about one -third of the
parcel; the rest was left to an estate, and all heirs are now deceased
leaving no heirs. The Will states the land is to go to the Town of Mans-
field, with several stipulations for proceeds from same. Attorney Bob
Mangiaratti was present and advised a Trustee is needed for the legal as-
pects. The Town Manager reported that he had asked the COA Director to
come up with a plan for use of the proceeds to meet the requirements of
the Will. The Attorney General is also involved in this case, he said.
