8. Old Business - Selectmen
a) Selectman Harrington reported that he and Selectman Markt had met with
the Town Accountant and they hope to have his contract ready for approval
for Monday night's meeting.
b) Selectman Harrington said he had been asked by the Board of Health about
the ad -hoc committee for Great Woods problem. Selectman Harrington sug-
gested that Selectman Sarro and himself meet with the Board of Health
over the winter occasionally and perhaps include a couple of residents.
Chairman Tartufo said he feels it is unnecessary. Selectman Dunn felt
some residents who have been bothered by the noise repeatedly might con-
tribute and better understand the problem if they are included in such
meetings. Selectman Sarro suggested that he and Selectman Harrington
work with Great Woods management and the Board of Health, then invite the
public in for input at a meeting.
c) Drainage problems were mentioned: Plain Street, West Street, Cherry
Street, Ware and Short Streets, School Street, Gilbert Street. Brook
Street is next on the list, and the Town Engineer has some ideas for this
problem, the Town Manager advised.
d) Chairman Tartufo said he had received a call from a resident of Mansfield
who works for New England Telephone and he had explained to her what the
Selectmen want. She will look into the situation and get back to him.
e) Chairman Tartufo mentioned the sale of two parcels of Town -owned land
which had been brought up previously. Selectman Harrington asked why
two comparables were used and why the zoning in the two areas involved
is different.
* MOTION: To authorize the Town Manager to move forward on the sale.
Harrington /Dunn
Selectman Dunn then said he would like to look at the lots personally
first. Selectman Harrington withdrew the motion.
f) Chairman Tartufo briefly mentioned the Initiative Petition, as discussed
last week, saying it requires 300 signatures. He asked civic groups to
help circulate this petition in town.
9. Informal Hearing /Water Betterment Assessment
As promised at a former meeting, the Selectmen held an informal meeting on
the Water Betterment Assessment, having reworked some of the three scenario
figures, copies of which were available at the meeting. (Chairman Tartufo
left the meeting for this discussion).
The Town Manager briefly reviewed the previous meeting and the steps that
had been taken, summarizing that there are adjusted figures /assessments

due to the comments from the former meeting. The Town Manager explained the
Planning Board requires 300 foot frontage and the formula used for these
assessments takes in frontage and assessed value. The Town Manager advised
he recommends Scenario 'C' as did Town Counsel. The meeting was opened to
the public.
Mr. Morrison again said he would like betterments done per acre. Mr. Cavallo
stated all wetlands can't be developed. He was advised the assessments are
based on assessed value, not buildable lots, according to rules and regula-
tions of the State. Benjamin Flint was told his request for an adjustment,
due to his land having access to already available water, was made. Mr.
Flint still said he wants abatement for anyone who keeps their land open
for twenty years. Karl Clemmey asked if a decision could be delayed one week
while the land owners affected are contacted about having a consultant come
in with another scenario. The Town Manager advised he would like the Board
to move on this because the Town is already paying on this project and needs
the revenue to start coming in.
* MOTION: To adopt the Town of Mansfield ORDER, PLAN AND ESTIMATE shown as
Scenario 'C'. (See attached)
Dunn /Markt
Selectman Dunn stated an effort was made to come up with the fair-
est way possible within the guidelines the Board had to abide by.
VOTED: 4 -0
The Town Manager advised the Board it needs to adopt the interest rate for
the betterment assessments; there are two options: flat 5% or 2% more than
the Town's borrowing rate which would be 8.9% to offset administrative costs.
* MOTION: To set the interest rate at 8.9 %.
Harrington /Markt VOTED: 4 -0
* MOTION: To move post haste to get bills out by December 1, 1989 with net
due within thirty days. **
Harrington /Markt VOTED: 4 -0
Someone asked if the bill goes to the owner of record as of January 1, 1989
and if they have a choice of twenty -year payments; also how will interest
be handled? The Town Manager said he would consult Town Counsel on this.
10. Adjournment
* MOTION: To adjourn (at 10:15 P.M.) Markt /Harrington
VOTED: 5 -0
* *The Board also moved that the time of payment for the betterment assess-
ments and interest thereon for vacant land be extended until December 31,
1989.
