Questions & Comments a) Mr. & Mrs. Jay Creeden, 648 South Main Street, were present to express concern regarding the letter they addressed to the Board some three weeks ago, and the fact that the drugs found on their property were tested and they had heard the tests came back negative. They were frustrated that no official from the Town had gotten back to them on this, and that the Police Chief had had the drugs tested at a private lab, which they were told was done to expedite things; the State lab takes 3 -4 months. Select- man Harrington said if the Police Chief picked the lab, he has no problem; otherwise he would. The Creedens asked whether the drugs found were tested for more than one type of drug; the answer was not known by the Board. Chairman Tartufo apologized to the Creedens for the lack of contact with them; then advised them of the planned Drug Awareness meeting planned by the Board within the next week or two. He explained a police officer will conduct this meeting and the Board hopes it will be informative to both parents and children. 7. Public Hearing (cont'd) /Tighe Trucking Fire Chief Sliney was present to explain storage of flammable fluids regula- tions and to answer any questions the Board might have. He said the State Fire Marshall explained 'storage' as "any lengthy period of time'. Tighe Trucking had stated very seldom do they hold a delivery for more than one or two hours, and Chief Sliney believes it would not be cost effective for them to have to construct a flammable liquid storage room. The license is just for them to have the fluid on the property; over a weekend would be a violation. Selectman Sarro asked the Chief to secure a letter from the Fire Marshall pertaining to this issue. He asked Chief Sliney if a two -hour clause were put in the license, could he accept that; he said he could. Selectman Sarro said he would like the Fire Marshall's letter to define "storage" and ap- prove the Tighe Trucking situation. The hearing was closed. * MOTION: To approve the license application by Tighe Trucking (Mansfield Realty Trust) for temporary storage up to two (2) hours subject to approval of the State Fire Marshall. Harrington /Markt Selectman Harrington suggested that a copy of the license be sent to their insurance carrier. Representative Vernon & Senator Keating Each Selectman had been given a copy of "Pending Legislation" as supplied by the Mass. Municipal Association. Senator Keating went over the various Bills briefly, stated they are all means of raising more revenue and are all laudable. Representative Vernon advised that they are going to make admin- istrative cuts and people expect it. Selectman Harrington said everybody is provoked with the legislature keep- ing hidden over the past eighteen months the state of the State's financial picture, while the Governor campaigned; now it has come out. He said every- one wants responsible fiscally minded people. Senator Keating said every - thingis being scrutinized and reminded Board members the State is similarly being hurt by Federal cuts. He feels they need to work towards dialoguelwhich will be difficult, people are disinterested, mistrusting. Representative Vernon said there are alot of liberal legislators, he and Keating are not. He feels the greatest concern is that they're going to 'just muddle through for the next 18 months'. Rep. Vernon said the school building assistance has alot of support by the legislators. Selectman Harrington asked Rep. Vernon if he would support a State "Waste Hot Line ", whereby citizens could report where they think there is State waste. He also asked about the possibility of a ticket tax on Great Woods tickets. Rep. Vernon said he would like to see the legislature and the next Governor sit down and make alist of possible revenues, provide some flexi- bility. 9. Old Business a) The Town Manager referred to the question raised last week about a 'float- ing' holiday in place of taking Veterans Day as a holiday. He explained it involves three unions which he needs to check into. He asked if the Board would allow Veterans holiday to be a 'floating' holiday this year for another day to be determined. * MOTION: So moved. Harrington /Sarro VOTED: 4 -0 b) Asked about the Oakland Street project, the Town Manager reported every- thing is going well and there is surplus money because the bids came in lower than anticipated. A decision must be made as to how to apply the surplus within the project's scope. c) Selectman Markt asked about the East Mansfield black water problem. The Town Manager said they flushed in the area last night which pretty well cleared up East Street, but not Mill or Essex Streets. They are going to flush again tonight and, as soon as this is cleared up, the normal flushing program will begin. He said Dustin Well is closed until after the regular flushing is completed probably. And to also have the police check into parking too close to the Rumford Ave. and High Street intersection; also the signs which have dis- appeared on Winter Street specifying 25 MPH. f) Selectman Harrington reported that he and Selectman Markt had met with Larry Gallagher, Town Accountant, concerning his request to have a con- tract. They were told that the Mass. Association of Accountants recom- mends a contract. Larry would also like to have more than two weeks vaca- tion. Selectman Harrington advised Larry that this would not be accept- able until the Personnel Policy is revised so that all comparable posi- tions would receive equal vacations. Larry asked to have his evaluation date changed to July 1st, and would like a reverence clause in his con- tract. Board members agreed for Selectmen Harrington and Markt to draw up a draft contract for all to review, and that the evaluation and salary in- crease could be handled at the same time. g) Chairman Tartufo reminded Board members that it is time for the Capital Improvement Committee to get started and urged the representatives to be productive and study issues carefully. He mentioned the old Post Office building as one project which needs to be addressed.
