At present there are 400,000 gallons of clean water per day coming into the system. The Town has $122,532 put away towards this study; the present grant would be approximately $128,000; Camp Dresser & McKee figures it would cost approximately $250,000. Harrington /Markt VOTED: 5 -0 Jerry was asked to stay for a complaint concerning "black" /dirty water. Steve MacCaffrie, 236 Mill Street, had brought in a bottle of it from his home and asked the Selectmen if they would like to drink it. He stated he feels Mill Street residents should be entitled to a rebate. Jerry reported he had received a call this morning concerning the Van Gemert cul de sac area which had a very unpleasant odor circulating (Van Gemert Drive). He said the hydrant was opened, black water was prevalent so they decided to flush it, which then created the problem throughout the area. Jerry was asked, by the Selectmen, to put a "bleeder" in; Steve Mac Caffrie volunteered to monitor it every morning. 4. Public Hearing /Tighe Trucki The Clerk read the Hearing Notice; also an "addendum" to the application from the Fire Chief requesting that "in order to be in compliance with all applicable codes and MGL Chapter 148, the following should be inserted under restrictions on the license: There shall be no storage of any flammable fluid inside the building at any time." John Tighe was present and informed the Selectmen the maximum quantity at any one time would be 300 gallons, in quart and pint containers. The fluid is charcoal lighter fluid and is not used at the warehouse; it is simply brought in in one trailer, held until another trailer truck comes and is then reloaded. Selectman Sarro questioned them on where the containers are held while wait- ing to be reloaded; he had picked up their mention of a "platform" and /or "dock "; they also mentioned inside the building which, as Selectman Sarro pointed out is contrary to the restriction requested by the Fire Chief. Decision was to continue the hearing until next week and ask the Fire Chief to be present. 5. Public Hearing /Real Estate Classification The Board of Assessors were present; Walter Main, Chairman, the spokesman. He opened by stating the reason for the hearing is whether to classify or not classify; values have increased substantially this year. He went on to point out that a few years ago, when classification was adopted, it was the Board's hope to move back to a single tax rate, and this would be the year to do it because of this being a revaluation year. He said the average home would see a 15% increase in taxes this year. The Assessors recommended a single tax rate, reminding the Board members today there are other indus- trial parks in the area and Mansfield doesn't avant to lose industry. Select- man Harrington said he believes everyone expects at least a 5% inflation BOARD OF SELECTMEN MINUTES OF MEETING SEPTEMBER 27, 1989 PAGE 3 increase. * MOTION: To remain with the 113% tax classification. Dunn /Markt Selectman Harrington said he has a concern that the average tax- payer will see a 15% increase whereas industrial will see a de- crease. It will be difficult to explain the increase to home owners while the industrial rate decreases. Selectman Dunn said there is alot of work needed in the industrial park which justi- fies a lesser tax increase. VOTED: 4 -1 Harrington opposed 6. Selectman Sarro went on to say the telephone company pole sits on this property and it appears that when the pole was installed it crushed the sewer line. Ken assured him he would re- port it tomorrow. 9. Board of Health /Chairman Rosenberg (Selectman Markt left the room for this discussion). Ed Rosenberg opened by reading a letter he had sent to the Selectmen and Town Manager last week, then stated there were certain misstatements in the letter, but the technical data as stated is correct. Donald Steele, a member of the Board of Health was also present, as was the General Manager of Great Woods, Bruce Montgomery, as well as a number of concerned residents. Ed Rosenberg suggested forming an ad -hoc committee consisting of Selectmen representatives, Board of Health representatives and residents. He also sug- gested investigating the possisility of a more immediate response to com- plaints. Don Steele suggested turning sound down further and also that per- haps Great Woods would consider contributing to a Sound Officer instead of so many Town officials (Selectmen and Board of Health) spending so much time at the concerts monitoring. Chairman Tartufo pointed out that the decibel limit was only agreed to by Great Woods, not included in their license, and said he remains confident there will be more improvement. The cost of sound monitoring equipment is $600 -$700; Selectman Harrington suggested that perhaps Great Woods manage- ment would be able to contribute to funding for such equipment. Selectman Harrington said there has certainly been progress, but there must be more. Selectman Dunn said he felt a level of reasonableness must be established. Bruce Montgomery was asked for his comments. He spoke highly of the Select- men and Board of Health members for the volunteer time they have spent work- ing with him on the problems. He said Great Woods management will still look at additional containment, particularly at the back of the lawn; this will be a tremendous engineering feat. He explained the complicated pro- cess of "turning down" the volume (there is not just a knob) and, of course, mentioned the weather factor involved. BOARD OF SELECTMEN MINUTES OF MEETING SEPTEMBER 27, 1989 PAGE 6 Chairman Tartufo thanked everyone for coming and said we must keep working on this. 10. New Business a) Selectman Dunn asked to have something done in the Rt. 106 underpass; it is very shabby with graffiti on the walls, trash, etc.; he would like to see it painted and cleaned up. He also mentioned the island in front of the video store, which is over- grown, looks unkept and interferes with vision of traffic, etc. The Selectmen's secretary was asked to convey these to the DPW Director. b) Selectmen Sarro expressed concern about traffic being rerouted down Hope Street for a couple of days, off Oakland Street during the bad rains. He said he feels Hope Street is dangerous for trucks to use with school children in that area. His suggestion was to reroute traffic down Maple Street to Franklin. Selectmen Harrington suggested giving the problem to the Police Chief for attention for the future. c) Selectman Sarro advised there is a problem on East Street with horses getting out of their pasture and roaming. He had copies of laws and said they indicate it is the Police Department's job to enforce; mainly the fences need to be completed, improved. d) Selectman Sarro had been asked to present to the Board a request from some of the Clerks, and others, for the Veterans Day holiday to be made a floating holiday so they could then take the Friday after Thanksgiving off instead. Selectman Harrington said he believes this should be taken up with de- partment heads and then the Town Manager, rather than coming straight to the Board; Board members agreed. e) Chairman Tartufo mentioned the possibility of changing Board meeting nights to a different night, or trying it on several different nights. No discussion developed; it was taken as something to think about. 11. Adjournment * MOTION: To adjourn (at 10:55 P.M.). Harrington / Sarro VOTED: 5 -0 MINUTES APPROVED. lr l'L ,` , Jerk .
