5. Solid Waste Committee Report
Chairman of the Committee, Michael Van Splinter, was present and had slides
to illustrate his report; everyone had earlier received a copy of the report.
Mike Van Splinter said this progress report was the result of more than 400
meeting hours. The committee was charged to make specific recommendations.
Paper is the largest factor; paper and yard waste are both compostable; other
substances, plastic, metals, glass, are recyclable. These make up the larg-
est percentage of trash. The town generates 6,300 tons of trash per year.
If another trash contract is considered, the committee recommends a five -
year term with a fixed rate for three years and credit per ton for diverted
waste.
Mike spoke of the Agawam Solid Waste Committee, to which several towns belong
and Mike is co- chairman. He advised that Gerry Fine, of Fine Tree Farms in
Rehoboth, has offered to compost newspaper and leaves for no charge and he
would dispose of them; all it would require is a truck and manpower.
The Town Manager said staff is presently receiving and culling out informa-
tion on contracts, other town's systems, etc. The BFI contract expires
July 31, 1990. Selectman Harrington suggested a time chart for keeping on
top of the problem /project. He then brought up the problem condominium
owners encounter paying a supplemental fee as well as paying through their
taxes.
Discussion followed on Town cost of composting from start to finish vs. BFI.
Selectman Sarro asked about incineration. Mike said the committee did not
take a position on it, since the Town has none, but it is an alternative.
* MOTION: To accept the Solid WAste Committee report, thank the Committee
members for their 400 hours of work, and encourage them to go for-
