9. Camp Dresser & McKee /East Mansfield Master Plan Update
Bill Mackey and Steve Rafferty of Camp Dresser & McKee were present, along
with Town Engineer, Bob Swanson. Bill Mackey started off by saying the likli-
hood of obtaining any State or Federal grant money is relatively slim.
Steve Rafferty reported he had studied changes in zoning, changes in dwell-
ings pertaining to subdivisions, developable land, etc. 26% of Mansfield's
land is developed, 50% approved for development, and 24% developable still.
He had designed a pump station for the East Mansfield area with a life of 50
years at a 6.5 million capital cost; it would take 3 -4 years to complete.
CDM suggested three ways the Town could use to recover the cost: user fee;
general tax; betterment or privilege fee. Each method was discussed briefly.
The Town Manager pointed out that with the privilege fee, until residents de-
cide to tie in the cost would have to be borne by the taxpayers, which could
be high. He said he feels the Town will have to initiate the first step,
then perhaps developers will come forward. Discussion then turned to mandat-
ing tie -ins with a privilege fee. Chairman Tartufo said that would be up
to the Board of Health, so he felt the two boards should discuss it together.
Selectman Sarro said now that CDM has given the Board this report, the Board
must not let this die. Members of the Board thanked Bill Mackey and Steve
Rafferty for coming.
10. Treetops Subdivision
Patrick Walsh and his attorney were present to ask for approval to connect
14 remaining lots of his subdivision; originally these 14 lots were to re-
quire pump stations. Because of field adjustments on road alignments it is
now possible for at least some of these 14 lots to be connected to a sewer
gravity line. The Selectmen had been given this information from the Town
Engineer previously. Bob Swanson offered some explanation and his opinion
