Board members asked him a few uqestions. * MOTION: To appoint Greg Cauldwell to the Conservation Commission (to fill a vacant term to expire January 1, 1990). Harrington /Markt VOTED: 5 -0 7. Old Business - Town Manager a) Town Engineer, Bob Swanson, was present to discuss the sewer extension for Life Care /Cobbler's Corner, capacity of South Main Street sewer line, etc. Two routes mentioned were from Willow Street to the Leonard Street pump station, or from the rear of the Life Care property along the high- way to the Fruit Street interceptor. He advised that he had consulted Camp Dresser & McKee. To go opposite of the Sewer Master Plan would be too deep, under I -495 and would require a pump station. It would be better to leave the pump station where it has been proposed. Chairman Tartufo said he would like Camp Dresser & McKee consulted be- cause all the Board is doing is playing guessing games. Bob said CDM would want about $1,000 for a letter report; a second phase study, if BOARD OF SELECTMEN MINUTES OF MEETING MAY 23, 1989 PAGE 4 an 18" pipe proves more feasible, would cost an additional $3,000 and would require measuring the height of the water in the pipe. Bob said he does not know how much flow the Spring Street interceptor took from the South Main Street pipe. The Town Manager advised making no decision until the Board meets with the Life Care people next week, but any cost should be Life Care's. The Life Care people will be at the meeting next week. Chairman Tartufo said he feels ISPO should also be given a chance to meet with the Board. Plans should be reviewed by the Board for their appli- cation and the Board should hear from the applicant. Some discussion fol- lowed regarding deviation of the Master Plan, the developer paying, etc. A policy was suggested that if an application is not in conformance with the Master Plan, to ask Camp Dresser & McKee for definition, at the expense of the developer. The Town Manager asked to be able to use this as a policy guide for himself and the Town Engineer to work on. The decision was made to not invite ISPO in now unless a policy is for- mulated; the question was also raised as to why they haven't asked to discuss it with the Board. b) The Town Manager reported that Winter Street should be comploeted by the end of June. 8. New Business - Selectmen a) Selectman Dunn said he had received a call from a resident concerned about the School Street and Rt. 140 intersection. He said the Board will probably receive more information and suggested possibly securing the police record on it. b) Selectman Dunn mentioned the Knights of Columbus' 90th birthday, saying they expect to propose a Resolution. c) Selectman Dunn referred to the Ware Street -Short Street continuing drain- age problem and suggested asking the developer to help with it. The Town Manager said the Town is working with the developer and home owners, and they are presently looking at alternatives. d) Selectman Harrington suggested considering the new Library for Select- men and Planning Board meetings which would free -up Town Hall meeting rooms for office space. e) Selectman Harrington mentioned that summer is almost here which means cars and young people are out and, though the Police do try to keep them moving, they return to certain areas. He suggested the police being able to ticket them and, also, that if the Police could use code names so that the loiterers didn't pick up on a call to dispel the gathering, more might be caught. BOARD OF SELECTMEN MINUTES OF MEETING MAY 23, 1989 PAGE 5 f) Chairman Tartufo asked for a vote for Town Hall summer hours and Board meeting schedule as is the custom. * MOTION: To support the summer hours (8:00 A.M. to 4:00 P.M.) which have been posted.
