Sisson was present representing Ayoub Engineering, Inc. for the project.
He explained that the present tanks were 21 years old and are to be replaced
by the latest equipment, as well as increasing capacity from 21,000 to
33,000 gallons.
Selectman Harrington expressed some concern about the tanks being close to
the intersection. He was advised that they are all underground with a con-
crete slab. Selectman Sarro said in the future he would like a brief review
by the Fire Chief. It was suggested that the Board be supplied with the
testing well readings when they are made periodically. The Town Manager
will discuss this with the Fire Chief. Mr. Sisson advised that there are
State and Federal regulations for this type of installation.
* MOTION: To approve the license with the requirement of at least two (2)
inspection wells on the three large tanks and one on the other two
tanks, with test results forwarded to the Board.
Markt / Sarro VOTED: 4 -0
7. Doug Titus / Oakridge Ave.
Doug Titus had a plan which he showed to the Board illustrating his request
to have Mansfield extend a water line to a lot on Oakridge Street in North
Attleboro. He said Ben Couture, of the Water Department, had advised that
the Town would extend the line to the North Attleboro line (approximately
30 feet); it would then become Mr. Titus's responsibility and expense to
extend further. The Town Manager was under the impression the line already
extends to the North Attleboro line.
* MOTION: To approve, but with no cost to the Town of Mansfield; full cost
to be borne by the applicant.
Harrington / Markt VOTED: 4 -0
8. Conservation Commission Interviews
Three applicants were slated to be interviewed; only one showed up -
Ronald C. Reeves
1766 West Street
Mr. Reeves was asked to give a brief resume of his background and interests;
the Selectmen then asked him a few questions. Chairman Tartufo then thanked
him for his time and interest and advised that the Board will try to have
the other applicants in next week before making a decision.
9. Old Business - Town Manager
a) North Attleboro Water Extension - The Town Manager had previously dis-
tributed information to Board members pertaining to this issue in which
a fairly extensive extension of Mansfield's water system along Oakridge
Avenue in the Bungay Lake section of both municipalities is proposed.

Town Manager's report to the Board listed eight.key
ment between the two towns. The extension would serve about seventy homes.
There would be a master meter at the point where the new line begins off
the Mansfield line.
Selectman Dunn said he supports the idea and particularly likes metering
and billing the Town of North Attleboro; they would bill individual
homes; other Board members were also supportive. Selectman Dunn also
pointed out that Mansfield won't have to worry about subdivision hook-
ups because of the location of the area. The Town Manager was directed
to take the eight points to North Attleboro, then come back to the Board
and at that time schedule a meeting with North Attleboro officials.
* MOTION: To direct the Town Manager /DPW Director to take the eight
points back to North Attleboro, and then schedule a meeting
with them with the Board of Selectmen.
Sarro /Markt VOTED: 5 -0
b) Copeland Drive Underpass - The Town Manager reported the latest informa-
tion is that portable pumps have been obtained and they hoped to reopen
the underpass today; they did not. If the pumps do not handle it, then
( it will be closed for the duration. It will take 20 weeks to obtain
new pumps. Chairman Tartufo expressed hope the Board does not have to
compromise the original agreement; also there is the safety issue to con-
sider. Selectman Dunn was concerned for the businesses and said if there
has been some contrived occurence, the State should be responsible finan-
cially.

c) "Order of Taking" - Pertaining to Town Meeting vote for well field in
West Mansfield. The Town Manager advised that the "Order of Taking" must
be approved within th.; days; Attorney Dalton has prepared it, but there
are a couple of changes that need to be made.
Selectman Harrington then reviewed the many steps Selectman Dunn and
the Board have taken over the past two years. Consultants have run
water tests, and the land still proves to be a very excellent and large
supply source for water. Selectman Dunn pointed out that there is no
guarantee that the water will stay good,so the area's value is for the
land only (48 -49 acres). Chairman Tartufo spoke to the size and cost
of this acquisition for the entire town and thanked Selectman Dunn for
all his efforts over the past couple of years, and he felt this acqui-
sition shows the Board is trying to deal with planning issues facing
the town today.
* MOTION: To sign the "Order of Taking" and to go forward.

d) Life Care Sewer Permit - The Town Manager opened discussion advising
that Selectmen certification is required; there is no problem with cap-
acity, but certain stipulations need to be made. He then reviewed the
Town Engineer's Memorandum which each Board member had a copy of. It is
proposed that the connection would occur at the Spring and School
Streets line; this requires a pump station. The Life Care people have
been asked to install a gravity system back to the pump station so that
residents along the line can tie in.
Selectman Harrington said he would like staff to meet with the Life Care
people first. Selectman Dunn was concerned with the sewer master plan
not being up -to -date and questioned what.is planned vs. the present mas-
ter plan. He said he does not want to see the town divided; he wants to
act in the best interest of the town for the future. He went on to en-
courage a graydtya .maihotowdrdS.a'.:...... Reservoir Street and maybe the
Town participating in the expense. The decision was to have the Town
Engineer meet with the Board next week and after that meeting, then staff
discuss it.

Feeling was it is time to make a decision about
trash disposal. Selectman Dunn would like to see
the moratorium extended; the State has one in
place. He said recycling will reduce the waste
stream. Selectman Harrington said he would like
a Town moratorium for one year, not two, and would
like in -put from the Board of Health. Selectman
Dunn said he is concerned about size of a resource
recovery facility; it may be more than Mansfield
needs. Chairman Tartufo said he would support one
year. The Town Mnager pointed out that the Town
