9. Pedestrian Underpass by Olde Country Store /Donald Zecher
Donald Zecher and Marilyn Plaistow came before the Board to ask permission
to close the pedestrian underpass by the Olde Country Store, between Otis
Street and Elm Terrace. Donald Zecher had plans showing the attractive way
he was proposing to do the job, all of which he said will be at his ex-
pense; it will include fencing and landscaping and secure doors at both
ends of the underpass. One door will have a padlock, at the request of
the MBTA in the event they should need to get in. The MBTA had no objec-
tion to closing it otherwise. Mansfield police support the closing for
safety reasons as well. They presented a petition signed by all their
neighbors from Otis Street, Balcom Street and Elm Terrace, advising that
no one had refused to sign. Don Zecher explained he was asking permission
from the Board to do this work because the underpass actually is on Town
property.
The Town Manager said he feels this is an outstanding project for the town
and he commended both people for offering to do it. He said, however, he
would like to have something "on record" from MBTA indicating their will-
ingness for the work to be done.
MOTION: That the Board of Selectmen grant permission for Mr. Zecher to
to ahead and do his repairs with written permission from MBTA.

10. Old Business - Town Manager
a) Budget Update - The Town Manager advised Board members that the Town
has received verbal word that the Blue Cross /Blue Shield premium will
be less than the original estimated 30% increase; it is expected to be
only 15 % -18 %. He went on to say the amount in excess of Prop. 221, after
the Finance Committee additional cuts to the Municipal Budget, is now
$401,583. Selectman Sarro pointed out that the School Committee did not
make any second cuts as the municipal side did. The Finance Committee
had asked the School Committee to cut a total of$600,000; they cut only
$290,000.
The Town Manager said the Board needs to decide if it wants to include
the additional $75,000 saving from Blue Cross /Blue Shield. Each Sel-
ectman stated his feeling about it, whether to restore tt or not.
MOTION: To restore some of the items that were cut from the budget.
Sarro /Markt VOTED: 3 -1 Tartufo opposed
The Selectmen then went over the entire list from which they had made
the required cuts on April 12th, to equal the $75,000.
MOTION: To restore those items as reviewed to equal $75,000.
Sarro /Markt VOTED: 3 -1 Tartufo opposed

tion from contractor; police detail; limited cuts on newly paved streets;
two inspections, one on gravel and one when finished; infra -red treat-
ment; $50.00 fee and $5,000 bond required.
Selectman Markt commented that he hoped the Town of Mansfield would
set the example by doing the same quality of work, inspections, etc.
as required of contractors.
Chairman Tartufo asked Bob if he could provide a list of projects in
