Constable Applicant
Conrad Carlton, 491 Kelley Blvd., North Attleboro, had written to apply to
serve as Constable the previous week; the Board asked to have him come in
for an interview. He called himself a "Process Server" which includes sub-
poenas, evictions, etc. He said he was born and raised in Mansfield and
presently works mainly in North Attleboro. A Selectman asked him if he had
filled out an application and he said he had just received it in the mail
today. The Board deferred a decision until his application was received.
9. Airport Commission /Disadvantaged Business Enterprise Plan
10
Chairman of the Airport Commission was present. The Town Manager explained
that this DBE is similar to the MWBE (Minority Womens Business Enterprise),
and the Planning Director had made suitable changes in Mansfield's MWBE to
accommodate the DBE as required. He said the division of disadvantaged busi-
ness is no longer limited to minority and women; it must now include small
business. The Town must adopt a 10% goal for a position to be federally
funded; this is "as a goal" only, he advised.
The Chairman, Al Willis, explained that he is under a time constraint for
the grant. The Town Manager said now the Town must also submit another set
of forms quarterly, similar to those already required for the Massachusetts
Commission Against Discrimination and they are time consuming. Al Willis
advised the grant is 712% State, 21% Town, the rest Federal.
MOTION: To adopt the Disadvantaged Business Enterprise Plan.

Warrant
The Town Manager reviewed the ten proposed articles and noted that the
Barrows one was to be withdrawn, but had to be put in because it was by
petition. Articles 9 and 10 pertain to the Norton sewer project; Article
10 is a "housekeeping" matter; Article 9 pertains to location of the new
pumping station. He said the Town only has right of passage on Old South
Main Street, so the Town has to "take" the land for location of the pump
station by eminent domain. The Town Manager said he expects the Town of
Norton to reimburse the Town of Mansfield for all expenses involved in the
process; the Board agreed with this. Selectman Sarro said he felt all costs
should be absolved by the Town of Norton and suggested forwarding the
Article to Norton, to which the Town Manager agreed.
MOTION: To insert the Articles as presented in the Special Town Meeting
Warrant (Nos. 1 through 10).

Attleboro facility.

12. Old Business - Town Manager
a) Trowbridge Estates Sewer Permit (Chairman Tartufo and Selectmen Dunn
left the room for this discussion)
David Welsh, developer, was present. The Town Manager reviewed the cir-
cumstances which, he said, the Board has basically endorsed previously.
The State approval has not been received yet, but Mr. Welsh is asking
the Board to approve it so that it will be ready as soon as it is re-
ceived from the State. Mr. Welsh said he has been in touch with the
State (Lakeville) and hopes to have approval within a couple of weeks.
He explained that he has two buyers waiting to move in. The Town Man-
ager asked the Board to approve subject to State approval.

receipt of State permit.

b) The Town Manager asked the Board to approve closing out some Revenue
Sharing funds. He said the auditors suggested meeting the intent of regu-
lations, so he was asking the Board to approve submitting it to the
newspapers for $35,000 which the Town can utilize. He suggested ident-
ifying that it will be used to offset expenses of the Police Department;
it can be for any use, however.
* MOTION: To go ahead with the notice for the budget hearing for the
Revenue Sharing funds.
Dunn / Markt VOTED: 4 -0 (This was covered prior to Select-
man Harrington's arrival)

sources of additional revenue; i.e., State aid, reduction in Blue Cross
costs, and new growth, and suggested possibility of a nominal refuse fee.
Chairman Tartufo pointed out the three possible ways to reduce and present
the budget; i.e., reduce within the confines of 212, reduce as the Board of
Selectmen feels appropriate, reduce as the Town Manager suggests. Selectman
Harrington felt the Board should go to Town Meeting with what it feels com-
fortable with. Discussion then shifted to the Town Manager's Priority List.
Selectman Sarro again emphasized that Town Meeting must be made aware that
it is their responsibility by making the possibilities known for them.
Selectman Dunn said give a total figure, but also provide to the voters
those areas the Board feels must be continued, and the Board must work with
the Finance Committee.
Board members decided to go through the list of new positions first for a
final vote on ones to support or not support.

Chairman Pasquale explained that originally $200,000 was suggested
to go into a special article for purchase of equipment which would
be specified. The Finance Committee now suggests cutting it to
