MINUTES OF MEETING
MARCH 29, 1989
\ APR 131 'W 14
PRESENT: Chairman Tartufo; Selectmen Harrington, Dunn, Markt, Sarro; Town
Manager
1. The meeting was called to order at 7:30 P.M. and the Flag saluted.
2. U.S. Representative Barney Frank
Barney Frank said he appreciates the opportunity to meet with the Board;
he likes to meet with local officials. With him was Joanne Moore from his
Attleboro office.
Rep. Frank said one special issue they have worked on is the Airport Com-
mission project involving State and Federal funding. He said the budget
is lacking in the way it distributes the money; he does not expect any tax
increase. He believes the public has a right for their vote to have an
impact and believes some money should be shifted from national security.
He said he does not expect the House to work on special areas for solid
waste disposal; the market is not there yet for recycled materials. He
would like to use the tax system to give manufacturing industries incen-
tives to produce less waste and /or biodegradable waste, and the Federal
government use their power to buy recyclable materials. Most of the funds
to help local governments have been cut back and he does not approve of
this.
Areas needing additional funding, which he feels the national security
budget should be cut to help are: medical care, hospitals, health insur-
ance; education; environmental areas. He does not think Seabrook will
open due to John Sanunu; he thinks the Federal level will approve, but is
not sure about the local level (New Hampshire). He said the problem now
is New Hampshire politics.
3. 1988 Hockomock League Champs
Paul Jodice and a second coach, along with some of the players from the
Mansfield Norton Midget Football team were present to receive a plaque
honoring their undefeated season. Chairman Tartufo said the Board wanted
to acknowledge the time and efforts made of the coaches and young kids,
and that they are the cornerstone of the community, the youth of the com-
munities. He then read the name of all the members of the team who then
received applause.

many streets in town without specific layouts, and the only way to ac-
quire a layout is to survey which would be extremely expensive. Select-

sure whether this would be eligible under Chapter 90 funding. The Town
Manager was asked to investigate and report back.
